Description
J25--Past Performance Assessment Questionnaire [REVISED] N50054-15-R-0003 Amendment 0001, Submarine Preservation [Conform Document] N50054-15-R-0003 Amendment 0001, Submarine Preservation Questions & Answers (Q&A), Submarine Preservation The Mid-Atlantic Regional Maintenance Center (MARMC) has a requirement for management, material support services, labor, supplies, and equipment deemed necessary to perform depot/intermediate level preservation on Los Angeles, Virginia and Ohio Class submarines. The government intends to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for a one-year base period and four one-year option periods. The Government reserves the right to make more than one award from this solicitation. Performance of work shall be accomplished at one or more of the following locations: Norfolk Naval Shipyard (NNSY) or Naval Station Norfolk, as specified on each individual task order. Typical work performed during an availability, may include blasting, preservation, and surface preparation for complete or touch-up preservation for the internal and exterior tanks, bow structure, exterior and interior sail and/or turtleback, free floods, bow dome areas above the boot top, exterior hull, and non-skid removal and installation. Preservation work will include blasting and painting one hundred percent (100%) high solids and non-high solids coatings. Additional work may include the cleaning of sanitary and other tanks, construction of scaffolding required to accomplish submarine preservation work, general shipboard cleaning, zinc replacement, and lead ballast removal and installation. Award will be based on a Lowest Price Technically Acceptable (LPTA) source selection process utilizing technical, past performance, and price as evaluation factors. The Government reserves the right to award without discussions. This procurement is a 100% Small Business Set-Aside. The applicable NAICS code is 336611 (Ship Building and Repairing) with a small business size standard of 1,000. This procurement is not restricted to MSRA/ABR contractors. This is a follow-on procurement to contracts N40025-07-D-7015, N40025-07-D-7016, and N40025-07-D-7017.
