- PERFORMANCE WORK STATEMENT (PWS) PART 1: GENERAL INFORMATION 1.1 Background: The DoD Natural Resources Program (NR Program) supports the military's combat readiness mission by ensuring continued access to realistic habitat conditions, while simultaneously working to ensure the long-term sustainability of our nation's priceless natural heritage. The NR Program provides policy, guidance, and oversight for management of natural resources on approximately 28 million acres of military land, air, and water resources to achieve this goal. The NR Program's primary responsibilities are to: • Oversee Military Service natural resources programs, including expenditures and compliance with legislative obligations, Executive Orders, and DoD policies. • Assess, develop, and implement natural resources-related legislation, policy, guidance, procedures, and metrics. • Provide tools and resources for DoD natural resources managers, such as educational and outreach materials. • Develop and maintain partnerships with internal and external stakeholders, including non-governmental organizations, state governments, and other federal agencies. • Promote awareness of the NR Program to the DoD community, Congress, and other interested parties. • Advocate and ensure adequate resources for the NR Program and for installation natural resources managers. 1.2. Objectives: The ESOH Directorate requires technical, analytical and administrative support for the DoD NR Program. The Contractor shall designate a Program or Project Manager to serve as the single point-of-contact for the Performance Work Statement (PWS) COR. The assigned Contractor manager will provide direction to the Contractor's employees. 1.3. Scope: The Contractor shall perform the requirements stated in this PWS. The Contractor shall provide all personnel, supervision, and non-personal services necessary to support technical, administrative, and analytical support as stated. Part 4 of this PWS provides each specific task to be performed. PART 2: GOVERNMENT FURNISHED PROPERTY The Government shall facilitate access of Contractor staff to DoD offices, employees, and data necessary to perform this PWS. At the request of the Government, or at completion of this effort, the contractor will immediately return any Government-provided property, including any equipment, specialized or off-the-shelf software, and all other property provided by the Government for the contractor to use to complete this effort. The Contractor shall be responsible for any damage caused by Contractor operations. 2.1 Information - Upon commencement of this contract, unless otherwise indicated, the Government will provide: 2.1.1. Access to relevant Government facilities, studies, reports, data, and staff as necessary to perform this PWS. 2.1.2 Comments on Contractor draft deliverables within the timeframe specified by the ESOH Directorate, to ensure final deliverables are received in a timely manner. 2.2 Facilities - The Government will provide office space, supplies, and computer support for up to one onsite support staff, as needed. The Contractor also may be required to support local (i.e., within the National Capital Region) meetings at a Government facility or office. The Contractor will be allowed access to the ODUSD(I&E) work spaces at the Mark Center, Alexandria, VA, to include issuance of a common access card (CAC) to qualified Contractor personnel supporting these tasks. The PWS COR shall be the Government representative for CACs. 2.3 Proprietary Rights - All analyses, reports, documents, briefings, etc., in all media or formats, developed and conducted under this task order are Governmental property. The Government will retain sole right to use, distribute, and/or publish these data and items as it sees fit. PART 3: CONTRACTOR FURNISHED To meet the requirements of this PWS, the Contractor shall provide the deliverables identified under Section 6. All deliverables shall be submitted to the COR, unless otherwise agreed upon (in writing) before submission. All reports delivered under this contract are property of the U.S. Government. The Contractor shall submit products in appropriate electronic format (e.g., Microsoft Office Word, PowerPoint, Excel or, depending on size, in compressed or PDF format). Redrafting shall be accomplished to the satisfaction of the COR until the written products are accepted. PART 4: SPECIFIC REQUIREMENTS 4.1 Places of Performance - The Contractor is responsible for conducting program support between the hours of 8:00 am to 5:00 pm Monday thru Friday except federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all deliverables defined within this PWS when the Government facility is not closed for the above reasons. Contractor shall support the Government from the Contractor's facilities and, as needed, at the Government's facility. 4.2 Recognized Federal Holidays - The Contractor is not required to perform services on these holidays. New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 4.3 Period of Performance-- The period of performance shall be for one-year base year and four (4) one-year option periods. 4.4 Tasks - This PWS defines the Contractor assistance required to obtain technical, analytical and administrative services to support the DoD NR Program. The Contractor shall advise and assist the Government, but shall not make final decisions or certifications on behalf of the Government nor perform any inherently governmental functions. The Contractor and its employees shall not represent the Government nor appear to represent the Government in performance of these contract services. At all meetings, conferences, or sessions with the Government personnel, Contractor personnel shall clearly identify their status as Contractor employees. The Contractor shall provide the following support to the DoD NR Program. 4.4.1 TASK 1 - INFORMATION, OUTREACH AND ADVOCACY 4.4.1.1 SUBTASK 1.1 - INFORMATION • Produce and/or update up to five fact sheets (reference Deliverable 1). • Respond to general DoD NR Program queries, as directed and as appropriate, from both internal and external stakeholders (reference Deliverable 2). 4.4.1.2 SUBTASK 1.2 - WEBSITE AND WEB PORTALS • Post and/or delete information, documents, text, etc. as needed to/from the NR Program and associated web portals and pages (e.g., DoD Partners in Flight) (reference Deliverable 3). • Conduct monthly maintenance of the DoD NR Program web portals (e.g., verify links) (reference Deliverable 4). • Provide monthly usage statistics summary report (reference Deliverable 5). 4.4.1.3 SUBTASK 1.3 - TWITTER AND LISTSERVS • Distribute information via listserv or other group email, up to 250 (reference Deliverable 6). • Create new tweets or retweet existing tweets for DoD NR Program Twitter, up to three (3) per day (reference Deliverable 7). • Provide monthly summary report (reference Deliverable 8). 4.4.1.4 SUBTASK 1.4 - OUTREACH • Provide general administrative support for bird, herpetofauna, invasives, pollinator, and other related activities (reference Deliverable 9). • Participate in up to eight (8) annual local events (e.g., Pollinator Week event at USDA, National Invasive Species Awareness Week, International Migratory Bird Day events), providing brief written summaries of events attended (reference Deliverable 10). • Display DoD NR Program booth at up to three (3) local events (reference Deliverable 11). • Complete Form DD1910 and post publications to DENIX (reference Deliverable 12). • Compile, design, and publish Natural Selections newsletter (reference Deliverable 13). 4.4.2 TASK 2 - ENDANGERED SPECIES BULLETIN Work with U.S. Fish and Wildlife Service and COR to develop an on-line, DoD-specific Endangered Species Bulletin, including helping identify and edit up to 20 articles, and contacting authors (reference Deliverable 14). 4.4.3 TASK 3 - MEETING SUPPORT 4.4.3.1 SUBTASK 3.1 - LOCAL MEETINGS • Provide administrative/logistical support (e.g., meeting agendas, minutes, rosters) at up to 100 meetings and other NR Program activities within the Washington, DC area (e.g., DoD Conservation Committee, Sikes Core Group, Federal T&E Species Roundtable) (reference Deliverable 15). • Provide administrative/logistical support (e.g., call-in line, Doodle polls, Outlook invites) for up to 30 bird and herpetofauna initiative meetings/calls (reference Deliverable 15). 4.4.3.2 SUBTASK 3.2 - CONFERENCES AND WORKSHOPS • Using local staff, attend, take notes, and highlight key topics at up to three (3) events identified by the COR (e.g., National Military Fish and Wildlife Association meeting, National Council for Science and the Environment conference) (reference Deliverable 16). 4.4.3.3 SUBTASK 3.3 - WEBINARS AND ONLINE MEETINGS • Participate in up to 30 webinars and other interagency on-line forums and provide notes (identify key issues, trends, needs, etc.) as directed by the COR (reference Deliverable 17). • Coordinate and host up to six (6) webinars, including ability to hot on Defense Connect On-line (DCO) (reference Deliverable 18). 4.4.4 TASK 4 - FISCAL YEAR BASED REPORTS 4.4.4.1 SUBTASK 4.1 - SIKES ACT REPORT TO CONGRESS • Compile data call results, review data to ensure quality and accuracy, ensure compliance with Section 508 of the Rehabilitation Act of 1973, as amended, and finalize annual Sikes Act Report to Congress (reference Deliverable 19). 4.4.4.2 SUBTASK 4.2 - METRICS REPORT • Analyze the annual NR metrics inputs to determine if Military Services are consistent in reporting inputs. Provide a brief report summarizing analysis (reference Deliverable 20). • Compare data across the last five fiscal year inputs to identify trends. Report results in graphic format (reference Deliverable 20). 4.4.4.3 SUBTASK 4.3 - LISTED AND CANDIDATE SPECIES REPORT • Use annual inputs to update the listed species spreadsheet by installation, working as needed with Military Department representatives identified by the COR (reference Deliverable 21). • Provide brief analysis of significant changes over time across the last five fiscal years (reference Deliverable 21). • Use annual inputs, including those provided by USFWS and/or NMFS, to develop and/or update the candidate species spreadsheet by installation (reference Deliverable 22). • Provide brief analysis of significant changes over time across up to five previous fiscal years (reference Deliverable 22). 4.4.4.4 SUBTASK 4.4 - COOPERATIVE ECOSYSTEM STUDIES UNITS REPORT • Use annual inputs to develop a project and funding summary report by subject area, as defined by COR (reference Deliverable 23). 4.4.5 TASK 5 - NATURAL RESOURCES WEB-BASED TRAINING 4.4.5.1 SUBTASK 5.1 - DEVELOP ONLINE TRAINING COURSE • Update and develop new training course materials, as needed, for one (1) existing DoD NR training courses (Sikes Act 101 or Sikes Act Implementation) to ensure technical and informational accuracy. Specific course selection will be made in consultation with the COR (reference Deliverable 24). • Transform PPT slides and course notes/content into host-ready online format ready for posting to DENIX and in format acceptable by the Naval Civil Engineering Corps Officer School (CECOS) or other DoD-approved group (reference Deliverable 24). 4.4.5.2 SUBTASK 5.2 - INSTITUTIONALIZE EXISTING ONLINE COURSE • Work with designated POC to incorporate one (1) existing online training course into Naval Civil Engineering Corps Officer School (CECOS) or other DoD-approved course offering (reference Deliverable 25). • Make minor content, format, and/or technical modifications, as needed, to ensure consistency and compatibility with DoD standards and guidelines (reference Deliverable 25). 4.4.6 TASK 6 - PLAN, ISSUANCE, AND TASKER SUPPORT • Compile multiple sets of comments into unified format, as needed up to 30 (reference Deliverable 26). • Incorporate edits into DoD documents, as needed up to 20 (reference Deliverable 26). • Conduct a comparative analysis of DoDI 4715.03 against the four Military Service Natural Resources Instructions, and report findings in spreadsheet format (reference Deliverable 27). 4.4.7 TASK 7 - MISCELLANEOUS • Schedule and lead contract kick-off meeting (reference Deliverables 28). • Provide meeting minutes (reference Deliverables 29). • Meet quarterly with COR (reference Deliverable 30). • Provide Monthly Status Reports (reference Deliverable 31). PART 5: ADMINISTRATIVE REQUIREMENTS 5.1 Clearances - All deliverables associated with this task order are "unclassified" unless otherwise specified. Contractor personnel assigned under this PWS or working within the ODUSD(I&E)/ESOH office space (assigned desk space) are not required to have an active security clearance. It is anticipated that all work and deliverables under this PWS will be unclassified. If during the performance of this PWS, the Government determines that classified information will be required, it will be at SECRET or below, At that time, there will be need for Contractor personnel associated with this PWS to possess and maintain a DoD "SECRET" clearance. The Government will not sponsor any required SECRET security clearances under this effort. If necessary, the Contractor must be capable of securely storing up to "SECRET" level information in their facility. The Contractor should have the capability to transport classified information to and from their corporate offices and store-classified materials up to "SECRET" level at their off-site office spaces, as well as have access to secure voice capability compatible with current DoD secure voice systems. Security procedures will be in accordance with DoD 5200.2R, "Personnel Security Program;" 5105.2 l-M-1, "Department of Defense Sensitive Compartmented Information Administrative, Security Manual;" DoD 5220.22-M, "National Industrial Security Program" (NISPOM); and DoD 5220.22-M-S, "National Industrial Security Program Supplement" (NISPOMSIJP). 5.2 Security Requirements - 5.2.1 Physical Security: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured in accordance with regulations stated in Section 5.1, Security Clearances. 5.2.2 Facility Clearance: If necessary, the Contractor must be capable of securely storing up to SECRET level information in their facility. The Contractor should have the capability to transport classified information to and from their corporate offices and store-classified materials up to SECRET level at their off-site office spaces, as well as have access to secure voice capability compatible with current DoD secure voice systems. 5.2.3 Non-Disclosure Agreement: In the course of performance pursuant to this PWS, the Contractor may access nonpublic information, including Planning, Programming, Budgeting and Execution (PPBE) and cost information. In that event, the Contractor shall agree that the Contractor, including its employees and any others performing services under this contract, will not use or disclose any such information unless authorized in writing by the PWS COR. Further, the Contractor shall protect information in accordance with the Privacy Act of 1974 (5 U.S.C. 552a) and the Freedom of Information Act (5 U.S.C. 552, as amended). To that end, the Contractor shall agree that each of its employees and others performing duties under this contract will sign the Non-Disclosure Agreement set forth in Part 9 of this PWS. Nothing herein will preclude the use of any raw data independently acquired by the Contractor without such limitations, or prohibit an agreement at no cost to the Government between the Contractor and the data owner which provides for greater rights to the Contractor. 5.3 Personnel - The Government prefers that the personnel supporting this PWS have a minimum of two years of experience working with the DoD NR Program and its functions and responsibilities at the OSD level. In addition, the Government prefers that any Subject Matter Experts proposed have a Bachelor's degree with professional experience in a recognized scientific, technical, management, or related discipline that is relevant to the contract (e.g., environment science, newsletter design). 5.4 Travel and Other Direct Costs - Travel may be required in support of communications and transformation activities, such as attendance at related conferences and forums. All travel shall be approved by the COR prior to commencement of travel. The Contractor shall be reimbursed for actual, allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with FAR 31.205-46 "Travel Costs." The Contractor will not be reimbursed for local travel within the National Capital Region, including to provide support at a local Government site or other site as may be specified and approved by the COR under this effort. Local non-reimbursable travel requirements include travel to and from the Pentagon and other local Government facilities. This order authorizes reimbursement of other direct costs for items that are listed on the vendor's underlying Federal Supply Schedule up to the not-to-exceed amount on each Travel/ODC CLIN. However, open market items are capped at $3,000.00 over the period of performance (i.e. base and all option periods). 6.0 DELIVERABLES 6.1 General - The deliverables required shall be prepared in accordance with the directions provided by the COR. Prior to submittal, each deliverable must be: • Written in Plain English. • Reviewed to ensure quality and accuracy. • Prepared in sufficient detail to ensure that a professionally qualified third party can understand the report logic. Deliverables: Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the draft deliverable is received to review the document, provide comments back to the contractor, and approve or disapprove the deliverable(s). The Contractor will have a maximum of ten (10) working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government. All documents will be provided in either hard copy and/or electronically as requested by the COR. The Contractor may use its standard format for client presentations and written reports, including products that reflect the contractor's analysis and opinion (e.g., studies or analyses), that it submits to the government. Products that are to be used by the Government in the execution of program responsibilities (e.g., draft reports, briefings) will be in a specified Government format. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 7.2 Performance Thresholds: The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. General quality measures, as set forth below, will be applied to each work product received from the Contractor under this PWS. • Accuracy Deliverables will be accurate in presentation, technical content, and adherence to accepted elements of style. Written documents will be in formats as specified above and shall be 99% free of grammar and spelling errors. • Appearance - All deliverables will be neat and attractive, reflecting the role that the ESOH Directorate fulfills and the level at which work products will be used. • Clarity - Deliverables will be clear and concise. Any/all diagrams shall be easy to understand and be relevant to the supporting narrative. • Consistency to Requirements All deliverables must satisfy the requirements of this PWS. • File Editing All text and diagrammatic files will be editable by the Government. • Format - Deliverables will be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified Directives or Manuals. • Timeliness - Deliverables will be submitted on or before the due date specified in this performance work statement, or submitted in accordance with a later scheduled date determined by the Government.
