- **Updated** This sources sought notice is being used to conduct market research. The U.S. Government (USG) is seeking vendors with the capability of providing postal services in the nation of Afghanistan for United States Forces - Afghanistan (USFOR-A). See below for description of services to be performed. The Government requests that interested parties respond to this notice by providing the company's capabilities of meeting the Governments requirements and to be fully mobilized within ninety (90) days of contract award. The Government anticipates award no later than May 2015, with a base year and four one-year evaluated options. The estimated contract value is $35.00M. The Contractor shall operate Army Post Offices (APOs), Satellite Army Post Offices (SAPOs), Military Address Only (MAOs) in Afghanistan capable of providing support to United States Armed Forces and authorized customers on Bagram Airfield (BAF), Kabul International Airport (KAIA), International Security Assistance Force (ISAF), New Kabul Cluster (NKC), and any other area where postal operations are required within Afghanistan. Operations shall be IAW USPS bulletins, manuals, and publications; DoD Postal Manual 4525.6-M, dated 15 August 2002; USCENTCOM policies and regulations; Postal Operations Division (POD) Standard Operating Procedures (SOPs), and Army regulations. The services to be provided include the following: Processing and Distribution (Operations Section) including Parcel Inspection, Accountable Mail, Postal Claims, Postal Supply, and Finance Operations. The Government has also established the option for the contractor to also be prepared to provide support at Any Other Location within the AOR. No solicitation will be issued at this time. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Participation in this effort is strictly voluntary. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM). To register in SAM go to https://www.sam.gov/portal/public/SAM/. If you should have any questions, concerns and/or comments please contact Michael Good at michael.v.good.civ@mail.mil.
