Description
Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing emergency mass warning notification system services to JBLM, WA, Fort Huachuca, AZ, and Presidio of Monterey, CA. The anticipated period of performance is 1 October 2015 through 30 September 2016 with the possibility of three one-year option periods (four years total). An important outcome of this research is the possibility of setting this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business. The tentative North American Industry Classification System (NAICS) code selected for this acquisition is 541519 Other Computer Related Services and the small business size is $27.5 million per annum. MICC JBLM is seeking industry information and comments from sources with capabilities to perform the contract with relevant experience in all of the functional areas mentioned in the description of services. Interested parties shall complete and submit the attached Sources Sought Notice/Request for Information Questionnaire to the Government. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Emergency Mass Warning and Notification Service as defined in this Performance Work Statement (PWS). Specific tasks are defined in PWS Part 3-Specific Tasks. Please see attached DRAFT Performance Work Statement (PWS) for additional information. The PWS is subject to change.
