Description
This posting constitutes the Mission and Installation Contracting Command - West Point's notice of an intent to award, on a sole source basis, a contract to IBG, a Novetta Solutions Company, 7921 Jones Branch Dr STE 500, McLean, VA 22102, for the design and development of an emerging biometric authentication system based on non-traditional modalities incorporated in existing Active Authentication research. This includes research and development of a Biometrics Application Program Interface (API) consisting of: (1) A secure container for behavioral/cognitive-based and traditional biometric sensors and analysis engine applications; (2) sensor data fusion algorithms to support a multi-modality Active Authentication platform; (3) cryptographic algorithms and protocols using biometrics features to support the ability to transmit and receive data security using a key exchange that is client-verified; and (4) data collection support for specific biometric sensor that are part of the Defense Advanced Research Projects Agency (DARPA) Desktop and Mobile Active Authentication Program. Additionally, this effort will include technical subject matter expertise support for emerging behavioral based biometric capabilities and platforms. It is anticipated that the period of performance will include a base period from date of award through 31 July 2015 and an option period from 1 August 2015 through 30 June 2016. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The applicable NAICS Code is 541712 and the size standard of 500 employees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government. There will be no solicitation available.
