- Synopsis On behalf of 18F, a newly formed organization within the General Services Administration (GSA), GSA’s Office of Integrated Technology Services (ITS) is seeking information about the agile delivery capabilities (e.g., user-centered design, agile architecture, agile software development, test-driven development, API-first design, DevOps) of vendors under GSA IT Schedule 70 SIN 132-51. Information gathered from this RFI and other market research will assist GSA with developing an acquisition strategy for a potential Multiple Award Blanket Purchase Agreement under FAR 8.4. NOTE: The government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. The objective of this RFI is to promote collaboration with the vendor community and give vendors an opportunity to comment on their agile delivery capabilities. Requested Respondents ● Vendors with Schedule 70 contracts, who have agile delivery capabilities. ● Non-GSA schedule vendors, who may be interested in sharing information about their agile delivery capabilities with the government. ● Companies who only specialize in one particular agile delivery area (e.g., DevOps) should also respond to this RFI. Request for Information To ascertain your agile delivery capabilities, the government is requesting that you describe how you would approach creating a new and improved version of an existing government digital service called FedBizOpps (FBO). FBO, which you can view at http://www.fbo.gov, is used by government buyers to share information on federal business opportunities with the public. The system is intended to serve as the central portal for federal agencies to solicit products and services from commercial vendors in support of their missions. Using FBO, vendors can search, monitor, and retrieve opportunities solicited by the entire federal contracting community. Based on this brief description of FBO, how would you go about designing, developing, testing, deploying and/or operating a new and improved system that produces such outcomes as user needs being met, risk of overall project failure (in terms of cost, schedule, quality) being mitigated, the architecture being adaptive to change, and taxpayer dollars being spent efficiently and effectively? Please be sure to include a listing of all the labor categories your company would use in this effort. NOTE: The scenario above represents an exercise in a hypothetical project that will enable GSA to better understand your company’s agile delivery capabilities. The government does not intend to release a solicitation to redesign FedBizOpps.gov based upon responses to this RFI. RFI Instructions 1. Responses are due no later than January 23, 2015 at 11:59 PM. 2. Please limit responses to 500 words or less. 3. As part of your written response, include the following information about your company. a. Company Name b. GSA Schedule Contract Number (if applicable) c. Socioeconomic status under Schedule 70 Contract d. Name of the submitter e. Email address of the submitter 4. Please provide a listing of the labor categories your company would use in the scenario above. Industry Day Event 18F and ITS intend to hold an industry day event to further facilitate communication and collaboration between the government and industry. Details are as follows: Date: Tuesday, January 27, 2015 Time: 1pm to 3pm Eastern Standard Time Location: GSA Headquarters Building, 1800 F Street NW, Washington, D.C. 20405, Auditorium To register for the event, please click here, or visit GSA’s events page at www.gsa.gov/events, and search for Agile Delivery Service Industry Day Registration will close on Friday, January 23, 2015. Please note that each vendor will be restricted to two participants in attendance at the event. Each representative must bring a photo ID to the industry day event to gain entry. During the event, there will be a general session followed by a question & answer (Q&A) session. The general session will include background information on GSA’s plan for a new Multiple Award Blanket Purchase Agreement under the GSA IT Schedule 70 contract, which will be focused on agile delivery services. Paper copies of the presentation materials will not be provided at the event. Attendees are encouraged to bring their own copies of the presentation materials. These materials will be provided as an addendum to this notice in the coming weeks. Upon entering the event facility, you will be required to pass through a security area, at which time you will be provided a name tag. Security personnel will then direct you to the event room. A mandatory sign-in sheet will be located in front of the event room’s doorway. If you have any specific questions regarding this initiative that you would like GSA to answer during the industry day briefing, please submit them to no later than January 23, 2015 at 11:59 PM. Please reference “Agile Delivery Services” Industry Day Question” in the subject line. Any questions that are received late, or are asked during the industry day Q&A period that we cannot answer, will be answered in writing and posted to FedBizOpps for all interested parties to view. All materials associated with the industry day (e.g., attendance sheets, briefing materials, documented Q&As) will be posted on FBO. Q&As which are documented and posted will not be attributed to any specific vendor. We encourage vendors to sign up for notifications of updates to this FBO posting, and to periodically check the Federal Business Opportunities website (fbo.gov or fedbizopps.gov) for updated information.
