Description

1. Introduction This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes. The RFI does not constitute a Request for Proposal (RFP) or intent to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested contractor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA Central Office (VACO) Information Technology Services and Support (ITSS) Campus supports the Veterans Integrated Service Network (VISN) Project Manager System which is used to track the spending and the small Construction projects for all VA facilities nationwide. This system is currently several version of Oracle database behind and there are various problems with the system that cannot be resolved until it is upgraded to the latest version of Oracle. Failure to resolve the issues may result in a total system failure from which the VA will not be able to recover from. The data on this database is instrumental in the maintenance and funding of projects for all the facilities nationwide. VACO ITSS does not have employees that possess the skills or tools to upgrade the application and thus needs to solicit for these services. Interested Contractors are advised that the Project Manager System contains procurement sensitive data. Contractors may be required to submit an Organizational Conflict of Interest Plan including a Non-Disclosure Agreement in a potential solicitation. Further, due to the nature of the procurement, Contractors performing on a potential award will be prevented from competing on future requirements being tracked in the Project Manager System. Depending on the results of the RFI, VA expects this effort will be set-aside for small business. 2. Responses Requested Review the attached Performance Work Statement (PWS), titled "Construction Facilities Management's (CFM) Veterans Integrated Service Network (VISN) Project Manager System Oracle Upgrade" and provide feedback to the below questions. 2.1 The North American Industry Classification System (NAICS) code considered is 541511, Custom Computer Programming Services. Indicate your business size standard and comment on the appropriate use of this code. You may recommend another code if you deem it more appropriate. Please provide your rationale. 2.2 Provide a Capabilities Statement that articulates your expertise with regard to the requirements of the PWS. 2.3 Identify any risks in meeting the requirements of the PWS. 2.4 Does your company currently have a Government-Wide Acquisition Contract or General Services Administration schedule contract that is appropriate for this effort? If so, identify that contract vehicle. Submit responses and related information via email to the below email addresses by 11:00 A.M. Eastern Standard Time, January 14, 2015. Brian.Steensland@va.gov Submit your information in two volumes: Volume 1: Responses to questions identified in section 2. Volume 2: Provide your company business size status, your registration information in the System for Award Management (SAM) and a summary of your company's capabilities to meet the requirements identified in the PWS. All proprietary/company confidential material must be clearly marked on every page that contains such. Responses should also include the name, phone number, and email address of the primary point of contact from your organization. VA reserves the right to not respond to any or all emails or materials submitted.
