- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 519130. The USMC Regional Contracting Office - National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to LRP Publications, Inc. of 360 Hiatt Drive, Palm Beach Gardens, FL 33418-7106. The Headquarters U.S. Marine Corps located at the Pentagon in Washington DC has a requirement cyberFEDS on the Web Subscription, quantity 14 each and Workers Compensation on cyberFEDS Subscription, quantity 3 each. The period of performance is for a base year beginning on 1 Feb 2015 and two option years. The company provides web-based federal case decisions, statutes, regulations, manuals and guides, pay tables, bulletins, and newsgroups. The following functional characteristics apply: (1) Quick Start Guides (QSGs) which provide overviews of more than 350 EEO, employee relations, labor relations, classification and staffing topics and links to cases, statutes and regulations. QSGs provide current information in the federal Human Resources (HR) field and are continually updated. (2) Guide to Federal Labor Relations Authority Law and Practice by Mr. Peter Broida (on line), (3) Guide to Merit Systems Protection Board Law and Practice by Mr. Peter Broida (on-line), (4) Guide to Federal Sector Equal Employment Law and Practice by Mr. Earnest C. Hadley (on-line), (5) Guide to Principles of Federal Sector Arbitration, 2008, by Mr. Peter Broida, (6) Summaries of Case Decisions and Arbitration Awards which enables users to quickly scan search results and call up the full text if further detail is desired. (7) Case index Numbering System which is a copyrighted system that enables users to speed and focus research by accessing the specifics identified by an index number. (8) Forms Library which contains standard forms, optional forms, OPM forms, FLRA and FMCS forms, and OGE forms. Most are in PDF format and fillable. (9) News and Legislation that reflect the latest articles posted daily, broken out by topic or searchable News Archive for prior news stories. (10) Fed Web Alert for what's new on major agency web sites such as OPM, EEOC, FLRA, MSPB, and GAO. (11) Checklists feature that enable quick research with major tasks broken down into individual components. (12) View Capability that enable the user to view the current session's search history, save queries that have been constructed, and run queries that were previously saved. (13) e-Updates that enable users to access weekly e-Newsletter or eDaily for latest federal HR headlines. (14) William B. Wiley's Employee Relation Desk Reference that provides model language acceptable under law and document templates. The following are databases maintained on the source's web: (1) EEOC Decisions which has the full text of all federal-sector EEOC decisions from 1979 to the present; (2) ADA and Rehabilitation Act Decisions which has the full text of all ADA decisions from 1990 to the present; (3) FLRA Decisions which as the full text of all FLRA, FSIP, ALJ related court and significant private sector decisions from 1970 to the present; (4) Arbitration Awards which as the full text of federal and public sector awards from 1970 to the present; (5) MSPB Decisions which has the full text of all MSPB, EEOC-MSPB mixed and related court decisions from 1979 to the present, as well as AJ decisions from 1994 to the present; and (6) Pay and Benefits Civilian Personnel Decisions which has full text of all Comptroller General Pay and benefits related decisions and related court decisions from 1984. This sole source notice of intent is based on an all-or-none procurement from the small business source for the above features. This notice of intent is not a request for competitive quotes; however firms may provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Responses shall be emailed to Mr. John Martin, Contracting Officer, at john.p.martin5@usmc.mil no later than 16 January 2015, 5:00 p.m. Eastern Time. Late responses will not be considered.
