Senior Police Advisor Pristina, Kosovo Issuance Date: 01/07/2015 Closing Date: 01/21/2015 SOLICITATION NUMBER: PSC-15-013-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: INL Senior Police Advisor 6. MARKET VALUE: $66,728 - $120,934 (FS-03/02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Pristina, Kosovo 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Since 1999, the Bureau of International Narcotics and Law Enforcement Affairs (INL) has managed civilian police (CIVPOL) deployments, law enforcement, and justice sector development programs in Kosovo. INL manages the US contribution of personnel to the European Union Rule of Law Mission (EULEX). EULEX is a technical mission, which mentors, monitors, advises Kosovo Police (KP) and justice institutions, and retains a number of limited executive powers. Its central aim is to assist and support the Kosovo authorities in rule of law, specifically in the police, judiciary, and customs fields until the Government of Kosovo (GOK) is able to assume full responsibility for all law enforcement and judicial functions throughout Kosovo. The Senior Police Advisor (SPA) provides day-to-day management and oversight of the U.S. contingent of American personnel (police, judges, prosecutors, and customs) seconded to EULEX. SPA serves as the Government Technical Monitor (GTM) and provides direct management of the Department of State contractor, currently Civilian Police International (CPI), which provides logistical and administrative support to the US contingent. SPA is also the primary liaison with EULEX in Pristina and in Brussels on personnel and program related matters. SPA also provides significant reporting to USEP on current in-country developments related to EULEX and other law enforcement related issues. The management of this complex program and its importance to US foreign policy goals requires a full-time person with significant rule of law and/or law enforcement expertise to monitor and troubleshoot the day-to-day aspects of the program. SPA is also required to make recommendations on policy regarding police and other law enforcement structures. The Purpose SPA will assist in developing, implementing, and advising INL and USEP in the development, implementation, and management of US foreign policy regarding the continued deployment of Americans assigned to EULEX; the training, equipping, and development of the Kosovo Police (KP); and INL programming in Kosovo. SPA will support the INL Section at USEP. Relationships SPA will report to the INL Director Pristina Kosovo. Complexity Individual must be able to assess host country law enforcement needs, and develop and manage law enforcement projects in coordination with host-country officials, ensure sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies, and host government entities involved in law enforcement. Duties and Responsibilities 1. Oversee EULEX contract. Review invoices and ensure compliance with contract terms. Respond to Calls for Contributions, evaluate need for equipment and disposition, plan for downsizing, see that secondees are treated well, and respond to EULEX internal personnel issues. 2. Work with INL Program Assistant and oversee INL implementers in performance of work plans. 3. Assist with program development and make recommendations for USG funding priorities in Kosovo. 4. Support INL Director in preparation of cables, reports, and budget matters. 5. Assist in monitoring and evaluating EULEX deployment effectiveness in Kosovo, with special emphasis on EULEX activities and the unique policy matters relating to EULEX. 6. Evaluate current and potential EULEX policies and procedures in conjunction with senior EULEX policy officials, and make recommendations to the INL, USEP, and/or other international representatives as necessary. 7. Aid in monitoring bilateral project activities. Provide recommendations to INL on program progress and program adjustments needed. 8. Establish and maintain close working relationships with Regional Security Officer and other USEP offices for mutual exchange of information affecting the safety and security of U.S. personnel serving in the Mission. 9. Ensure that critical safety information and consular alerts are delivered to all Americans seconded to EULEX by INL, as required. 10. Aid in drafting written schedules of events for visiting official(s) and coordinate all activities and required support with proper internal and external Post personnel. 11. Maintain close contact with the INL/EA Kosovo program manager, providing information on relevant activities and issues in a timely manner. Minimum Requirements 1. US Citizen, able to obtain/maintain a DOS Secret security and medical clearance. 2. Demonstrated superior negotiation and interpersonal skills. 3. Demonstrated oral and written English communication skills. 4. Demonstrated seven years (7) experience in a rule of law or law enforcement development program in a post conflict environment. 5. Demonstrated program management experience in the field of law enforcement. 6. Demonstrated experience working with the European Union (EU) or other international organizations overseas. 7. Proficient in Microsoft Office. 8. Demonstrated knowledge of rule of law or law enforcement development/reform. 9. Ability to complete the FSI Contracting Officer's Representative course successfully within 120 days of assignment 10. Ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully. 11. Work Experience: Must have a minimum of seven years of professional-level work experience in the area of U.S. law enforcement, in a position that involved arrest powers. 12. Knowledge: Must be familiar with best practices in law enforcement, including, but not limited to arrest, search and seizure, officer survival, use of force, use of firearms, defensive tactics, community policing, leadership/management development, curriculum development, instructor development, and problem solving models. 13. Three years minimum experience as a supervisor and/or senior manager (Sergeant, Lieutenant, or above) in an agency with sworn officers. 14. Experience in justice sector reform and/or Rule of Law development in an international setting, preferably in a post-conflict environment. Evaluation Criteria Factor 1: Law Enforcement Program Management: (30 points) Demonstrated knowledge of program management policies, concepts, budgeting practices, contracts and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government. Demonstrated program management experience in developing, implementing, and evaluating rule of law or law enforcement development programs in a post-conflict environment Factor 2: Diplomatic & Work Experience: (25 points) Demonstrated experience in coordinating with U.S. government agencies, security units, international organizations, and/or private sector entities working toward a common goal. Demonstrated superior negotiation, communication, and interpersonal skills, especially in culturally sensitive situations. Factor 3: Management & Leadership: (25 points) Demonstrated successful supervisory and leadership experience in a multi-cultural environment, including ability to provide sound and timely decisions regarding policies and procedures. Demonstrated ability to lead a diverse team and interact effective with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. Factor 4: Past Performance: (20 points) Past performance of the applicant's ability to perform duties assigned related to the position. The Government reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
