Description

Justification & Approval The U.S. Department of Labor, Office of Procurement Services (OPS), Division III intends to solicit and award a sole source service contract to McGraw Hill Financial Inc, pursuant to the authority Cited, 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sole source service contract requirement will be processed under NAICS 519130 with a size standard of 500. The requirement is for a service contract for data on construction projects located in the Continental United States which would satisfy the Gover¬nment's demand for information to conduct OSHA's major site-specific targeting inspection program for the construction industry, in support of DOL, Occupational Safety & Health Administration (OSHA), Office of Statistical Analysis in Washington, DC. Specific deliverables and reports are the following: CLIN 0001) Project Life Cycle Database (PLC): Subscription that allows the Government and the Government's representative to access Dodge Reports and to retrieve an unlimited number of Dodge Reports. CLIN 0002) MHC Platinum Network (NETWK): Subscription to the Contractor's network. CLIN 0003) Construction Analysis System (CAS): Subscription to construction data known as Dodge Construction Potentials (DCP). McGraw Hill, Financial, Inc (McGraw Hill Construction) is the only known contractor that can meet DOL, OSHA, OSA's unique requirement for construction data reports, databases, and electronic subscription analysis for form, fit, and function to its requirement for accuracy, reliability, and validity to meet the mandated information required for OSHA's mission for compliance with the Supreme Court's requirement of selection neutrality in construction database. This notice of intent is for information purposes only and is NOT a request for competitive proposals or a solicitation of offers. The Government has determined not to compete this contract action based on the demonstrated market research performed and OSHA/OSA's unique requirement.
