Estimated award date: On or around 1 May 2015. Estimated contract effective start date: 1 July 2015. Synopsis: The purpose of this RFI is to determine if the government should pursue a separate independently competed contract action for the required services, or pursue an Economy Act Interagency Agreement with the Department of Defense to utilize their existing contract holder for similar services. Currently DOD has a contractor in place performing identical work on just the DOD side. REF: Far Part 17.502-2: 17.502-2 - The Economy Act. (a) The Economy Act (31 U.S.C. 1535) authorizes agencies to enter into agreements to obtain supplies or services from another agency. The FAR applies when one agency uses another agency' contract to obtain supplies or services. If the interagency business transaction does not result in a contract or an order, then the FAR does not apply. The Economy Act also provides authority for placement of orders between major organizational units within an agency; procedures for such intra-agency transactions are addressed in agency regulations. (b) The Economy Act applies when more specific statutory authority does not exist. Examples of more specific authority are 40 U.S.C. 501 for the Federal Supply Schedules (subpart 8.4), and 40 U.S.C. 11302(e) for Governmentwide acquisition contracts (GWACs). (c) Requirements for determinations and findings. (1) Each Economy Act order to obtain supplies or services by interagency acquisition shall be supported by a determination and findings (D&F). The D&F shall- (i) State that use of an interagency acquisition is in the best interest of the Government; (ii) State that the supplies or services cannot be obtained as conveniently or economically by contracting directly with a private source; This RFI will be used in support of the procurement direction this office takes on this effort. THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Contracting Office Address Department of Veterans Affairs (VA), Health Administration Center (HAC) 3773 Cherry Creek Dr. North, Denver, CO, 80209 Point of Contact: Lindsey Wineland Contracting Officer lindsey.wineland@va.gov Overview: The Department of Veterans Affairs, Veterans Health Administration's Office of Emergency Management (OEM) has the following missions that they support: a)The Disaster Emergency Medical Personnel System (DEMPS) Program b)Emergency Management Improvement Funds (EMPI) Grant Program c)Emergency Management Capability Assessment Program (EMCAP) d)National Response Framework e)Other missions as mandated by VA leadership Electronic support, capability support and training are key components of the OEM mission and a full-time mission capable electronic tool with a quality training program will enhance the capability of OEM to support the missions identified. The Office of Emergency Management uses the current version of PIMS and is need of significant capability upgrades, enhancement, and system fixes to support the mission if the office. (1)The Contractor selected for this effort shall provide a Detailed Work Plan and Briefing for the VA project team that presents the Contractor's plan for completing the required task. It is anticipated that the Contractor will support 10 three-day Implementation In Process Review Workshops at its facilities to allow the VA Subject Matter Experts (SME's), and Project Manager to evaluate the implementation process and complete the Pilot Study of all the developed scenarios that would meet continuing medical education unit requirements. (2)The results of the Base Year effort will be the completion of a contract kick-off meeting; the 10 implementation workshops; continue development of the hosting platform and the requirements for the hosting of the environment until Option Year 4 is complete and the platform has been delivered to the VA for introduction on the VA system for permanent hosting; a quality system maintenance and support requirements program; a training module for the user on the proper use of each major capability; the development of a comprehensive help desk and procedures related to the help desk; a comprehensive document outlining the capability of the platform; a comprehensive plan on meeting or exceeding the requirements of PL-508 Accessibility Guidelines; delivery of actual training; activation of the help desk once training begins; a communications program to support the management of the project; a train-the-trainer program for the Program Managers responsible for the each major capability; and the contract archiving all completed training events and files into an appropriate database for access for the government. (3)The final delivery date of each years developed capabilities will be on or before 345 calendar days after date of Issuance of Task Order and/or written authority by the Contracting Officer to proceed. (4)As part of the overall continuation of the development effort the contractor will assign the appropriate qualified staff to support the development of the required capabilities. (5)Project Status Reports are required and shall be developed and delivered bi-weekly, to the VA Project Team Lead/Agency Representative. All reports shall be timely submitted to the Agency Representative, on the date agreed upon between the contractor and the Agency Representative, who will conduct a review for concurrence and or acceptance. Unacceptable reports will be revised by the contractor and resubmitted to the acceptable level of the Agency Representative. (6)Meeting Minutes are required and shall be developed and delivered in accordance with this PWS. All minutes shall be timely submitted to the Agency Representative, on the date agreed upon between the contractor and the Agency Representative, who will conduct a review for concurrence and or acceptance. Unacceptable minutes will be revised by the contractor and resubmitted to the acceptable level of the Agency Representative. Please respond to this RFI if your company can perform this requirement in accordance with FAR Part 52.219-14 Limitations on Subcontraction (Nov 2011) As prescribed in 19.508(e) or 19.811-3(e), insert the following clause: Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to- (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
