- Contractor Information Form Draft Performance Work Statement This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone, Service Disabled Veteran-Owned Small Business and Small Business offerors. The Naval Facilities Engineering Command (NAVFAC) Expeditionary Warfare Center (EXWC) will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. The applicable North American Industry Classification Code (NAICS) is 561621 "Security Systems Services (except Locksmiths)", which has a small business size standard of $20.5 million. This Sources Sought announcement is a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) websites, if the Government intends to continue with the procurement. The Naval Facilities Engineering Command (NAVFAC) Anti-terrorism/Force Protection (AT/FP) Ashore Program's mission is to procure, integrate, install and sustain the systems hardware required to provide the ability to protect mission-critical assets and personnel from natural disasters, acts of terrorism and other human-caused disasters. The AT/FP Ashore Program Management Office (PMO) centrally manages the Program and resides in Washington DC at Washington Navy Yard. The NAVFAC Engineering and Expeditionary Warfare Center (EXWC) oversees the AT/FP Ashore Sustainment Program from Naval Base Ventura County, Port Hueneme on behalf of NAVFAC Headquarters. The AT/FP Ashore Sustainment Program coordinates with the NAVFAC AT/FP Ashore PMO, NAVFAC EXWC and NAVFAC Regional Facilities Engineering Commands, Commander, Navy Installations Command, Space and Naval Warfare Systems Centers, and industry to provide sustainment services to Navy Ashore installations for AT/FP Ashore systems/equipment worldwide, and to facilitate program changes to improve sustainment activities. The intent of the planned AT/FP Ashore global sustainment contract is to effectively procure the equivalent of a full-service maintenance warranty for the AT/FP systems and associated equipment and software, which will include information assurance certifications. The scope includes centrally-managed sustainment for AT/FP systems/hardware and software located at Naval Installations worldwide. A system includes all of the hardware, firmware, and cabling or other signal/data transmission sub-systems necessary for the system to function as intended. Sustainment is defined as all work and costs associated with maintaining and repairing systems, specified software and material as necessary to enable the system to perform, including corrective and preventive maintenance of the systems/equipment and response and resolution of service calls. This contract does not include warranty or sustainment services for the Navy information transport networks that provide data connectivity; Navy/Marine Corps Intranet, OCONUS Network Environment, or Public Safety Network.
