- The Buffalo VA Medical Center currently has a procurement request for a real time PCR instrument to be used by the Laboratory Department. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Interested parties that can respond to this Combined Synopsis/Solicitation must provide evidence that they have a potential to meet the requirements as identified herein. Item Numbers: Product/Service NameQty Item #9002035, Rotor-Gene Q MDX1 Item #9241773, Installation, RC-Q1 Item #9018900, Rotor-Disc 72 Locking Ring1 Item #9018899, Rotor-Disc 72 Rotor1 Item #981400, Rotor-Disc OTV Kit (1)1 Item #981103, Strip Tubes and Caps 0.1 ml1 B.DESCRIPTION/SPECIFICATIONS Contractor shall furnish and deliver supplies as listed herein to the: Buffalo VA Medical Center 3495 Bailey Avenue Buffalo, NY 14215 C.BACKGROUND The Molecular Lab at the VAWNY Healthcare System is in need of a real time PCR instrument that is FDA approved and is capable of determining EGFR and KRAS gene mutations in patients with lung and colorectal cancer. The determination of these genes is a strong predictor of a patient's response to standard cancer therapies. VA Central office recently requested that providers begin ordering these predictive markers to identify Veterans who would benefit from this personalized therapy with improved disease free survival. D.SPECIFICATIONS Requesting brand name or equal to Qiagen Inc. items. The instrument should have an exceptional heating and cooling design to achieve optimal reaction conditions to ensure accurate and fast real time PCR analysis. The instrument also requires minimum maintenance in order to maximize ease of use. It should be small, lightweight and be able to operate efficiently on a bench top. It should include user friendly software with unlimited software user license for laboratory personnel. The instrument should be less than 15 wide and less than 11 in high. It should contain LEDs with a lifetime warranty and internal temperature monitor capabilities. The instrument will be located in the Molecular Diagnostics Laboratory at VAWNY Healthcare System. There are no other projects associated with the acquisition of this instrument. It will be used exclusively in the Clinical Diagnostic Molecular Lab for patient testing. It is a stand-alone instrument with no network connection. It can be operated at room temperature, with no additional sterility or environmental requirements needed. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Under Statutory Authority 41 U.S.C. 253 (1) the Buffalo VA Medical Center anticipates entering into a procurement for a real time PCR instrument to be used by the Laboratory Department. (ii) The reference/solicitation number is VA528-15-Q-0079 and the solicitation is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a contract and corresponding purchase order. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication.
