List of Capabilities THIS IS A REQUEST FOR INFORMATION (RFI) ONLY by the 42nd Contracting Squadron, Maxwell AFB, AL. This announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. This is not a solicitation announcement. Any information provided by respondents is strictly voluntary and provided at no cost to the Government. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any future Request for Proposals (RFP), if any are issued. Information gathered under this RFI will better enable the Government to develop a business-smart acquisition strategy supporting any future solicitation. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. Any proprietary information should be clearly labeled as "Proprietary." The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary" will be appropriately controlled. Sources responding to this RFI should submit the minimum information necessary for the Government to make a determination that the Government's objectives are feasible and realistic given current industry capabilities. Responses to this RFI shall not bind the Government to any further actions. Submissions will be reviewed by the Government personnel only. The purpose of this RFI is to explore commercial off-the-shelf (COTS) solutions and determine industry capabilities in educational information technology services, specifically, to gather information from industry about Learning Management Systems (LMS) which may enhance the overall effectiveness of education operations at Air University (AU). AU is the education component of Air Education and Training Command. AU provides the full spectrum of Air Force education, from pre-commissioning to the highest levels of professional military education (PME), including degree granting and professional continuing education (PCE) for officers, enlisted, and civilian personnel throughout their careers. Its primary operating locations are at Maxwell Air Force Base, AL, and at Wright-Patterson Air Force Base, OH. Since 2004, AU has utilized a commercial LMS to support its resident, non-resident, and blended learning programs at 18 separate centers and schools. It has been configured into sub-domains to afford the centers and schools flexibility and self-sufficiency. Since 2008, AU's implementation of its commercial LMS has been hosted by the vendor. AU's LMS requirement is projected to be at least 50,000 users and 2, 000 courses, utilizing at least 4 terabytes of storage. In order to help potential respondents better understand AU's LMS requirements, Attachment 1 AU LMS List of Capabilities is provided. Information related to following topics will help the Government further refine its LMS requirement as well as tailor any future LMS acquisition strategy: •1. Common features available out of the box not identified in the Capabilities Statement •2. Flexibility to quickly be customized to the business rules changes and/or course changes •3. Security features to protect student Personally Identifiable Information (PII) data •4. Ability to integrate with both humans resources systems and student management systems (both government and commercial) •5. Ability to support non-facilitated, self-paced learning content for Continuous Learning Points or Continuing Education Units •6. Operability within major cloud environments •7. Capability to transition out of AU's current LMS into another one •8. Information related to licensing, user band breakpoints, and hosting options •9. Any additional information related to registration, system set up, IT requirements, IT support, maintenance/service options, and training/orientation for users Responses to this RFI should be concise and limited to include only the most relevant material. All interested parties capable of providing the required services are invited to respond. Respondents are requested to submit responses electronically via email. Be advised that all submissions become Government property and will not be returned. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the results of the Government's review of the information received. Responses are due 23 Jan 2015, by 12 PM (CST). The deadline for questions is 20 Jan 2015, by noon (12PM) (CST). An Industry Day may be scheduled to facilitate a more comprehensive understanding of the Government's intent regarding this RFI, and is at the sole discretion of the Government. If scheduled, a notice will be published on the FedBizOpps website at least 5 calendar days prior to the event.
