Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201 (e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East is currently seeking potential sources capable of providing construction services associated with the project to Refurbish Three (3) Electric Traction Elevators and Replace One (1) Roped Hydraulic Elevator, at U.S. Naval Hospital, Yokosuka, Japan. The successful contractor to any forthcoming solicitation shall furnish all labor, supervision, tools, materials, and equipment necessary to refurbish three (3) electric traction elevators and replace one (1) roped hydraulic elevator at the U.S. Naval Hospital, Commander Fleet Activities Yokosuka (CFAY), Yokosuka, Japan. In support of the construction work, the Contractor shall be an elevator contractor or employ the services of an elevator contractor experienced in all aspects of the refurbishment and replacement of electric traction elevators and roped hydraulic elevators. The work may include but not be limited to replacement of elevator cars, vents, lighting, controls, electrical and fire protection. The existing elevators are approximately 35 years old. Existing elevator information is provided in Enclosure (1). The North American Industry Classification System (NAICS) Code for this procurement is 238290, Other Building Equipment Contractors. This Sources Sought Notice is intended for local sources only in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this notice in accordance with the provisions of the U.S.-Japan Status of Forces Agreement. BUSINESS LICENSE REQUIREMENT: Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport and prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. SUBMITTAL REQUIREMENTS: It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 12 single sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. The documentation shall address, as a minimum, the following: (A) COMPANY PROFILE to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) DUNS Number and CAGE Code. (B) RELEVANT EXPERIENCE: Provide a minimum of one (1), or up to a maximum of five (5), projects completed within the last ten (10) years or at least 80% complete at the time of capability package submittal. Provide information to demonstrate experience on projects for construction or repair of electric traction elevators and roped hydraulic elevators in Japan, with a construction cost of at least 100,000,000 YEN. Contractor must show experience performing similar type work, or describe specific portions of this type of effort that the company intends to subcontract. Interested firms may submit information using Enclosure (2), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience. The due date for responses to this Sources Sought Notice is February 09, 2015, by 2:00 PM Japan Standard Time (JST). Responses may be sent electronically to Ms. Rosario M.
