Description
Notice of Intent - Special Notice The U.S. Fish and Wildlife Service in support of an archaeological review of areas proposed for a fence that will be used to protect endangered Hawaiian waterbirds and seabirds on James Campbell National Wildlife Refuge. The proposed contractor, Scientific Consulting Services (SCS) Inc., has been involved in archaeological work on the Refuge during the 2014 and has an understanding of the existing archaeological landscape. SCS also meets the requirements of the State Historic Preservation Division (SHPD). The estimated value of this contract is $31,825.60. For this acquisition, North American Industrial Classification System code is 541990 and the Small Business Size Standard is $15M. This acquisition is a Small Business Set Aside. It is anticipated that the award will be issued on or about January 24, 2015. This is not a request for proposal, however, vendors who are able to provide similar service must submit a response no later than 01/22/2014, by 12:00 noon (PST) for consideration. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS. Any questions or comments should be directed to Cheryl_Mockford@fws.gov Contractors are required to register their firms in the System for Award (SAM) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer using the Invoice Processing Platform (IPP) www.ipp.gov. Registration can be accomplished through the World Wide Web at http//www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award. The Handbook and information on the registration process can be obtained via the SAM website, http://www.sam.gov. Offerors will be required to complete the annual representation and certification electronically, also located in the SAM database.
