- TITLE: FA2517-15-R-9014, Sole Source Acquisition for Radar Obstruction Evaluation Model Simulator (ROEMS) II Coalition Warfare Program (CWP). NATURE AND/OR DESCRIPTION OF ACTION: The 21st Contracting Squadron, Peterson AFB CO intends to award a sole source contract to Analytical Graphics Inc., (AGI). DESCRIPTION OF AGENCY'S NEED: The scope will be to expand the existing ROEMS analysis features and capabilities used to support North American Aerospace Defense Command (NORAD) and Defense Research and Development Canada (DRDC). ROEMS II CWP shall build upon existing ROEMS analysis tool to predict changes in radar performance when proposed wind energy development projects lie within a radar's operational line-of-sight (LOS). ROEMS II CWP shall accurately model a range of air defense and air traffic control (ATC) radar systems, model wind turbines, output scientific radar performance measures and interface seamlessly with NORAD'S Analysis Visualization Tool (AVT) and 84 Radar Evaluation Squadron (RADES) System 4 (RS4). ROEMS II CWP will leverage Satellite Tool Kit (STK) v10 or later Custom Application Framework while maintaining compatibility with STK functionality to the maximum extent practical. ROEMS II CWP will be a mature modeling tool utilizing a straight-forward configuration control architecture to facilitate the government's verification of each radar model at the conclusion of the project capable of collaboration with governmental departments that have STK capability. AUTHORITY AND SUPPORTING RATIONALE: This purchase will be made under FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AGI provides unique services and the Government has limited data rights to the tools, Satellite Tool Kit (STK) and Radar Advanced Processing Plug-In (RAPP). AGI owns the copyright for STK and developed RAPP exclusively at private expense which are the tools necessary to operate and modify/expand ROEMS functionality. Additionally, AGI's Software License Agreement for ROEMS dated November 2009 specifically states "You may not use, copy, modify or transfer the software or documentation or any copy, modification or merged portion thereof, in whole or in part, except as expressly provided in the agreement. Furthermore, you may not reverse engineer, disassemble, decompile or otherwise attempt to reconstruct or discover any source code, data, digital certificates, passwords, underlying ideas, algorithms, file formats or programming interfaces of the software, or allow others to attempt any of the foregoing." PURPOSE OF NOTICE: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. All responses must clearly indicate how expansion of ROEMS functionality could be done without modifying STK and/or RAPP to include reverse engineering, disassembling, decompiling or otherwise attempting to reconstruct or discover any source code, data, digital certificates, passwords, underlying ideas, algorithms, file formats or programming interfaces of the software. RESPONSE TIMES: The closing date for this synopsis is 26 Jan 15 at 4:00 P.M. Mountain Standard Time (MST). The anticipated award date is 26 Mar 15.
