- 1. This notice is being published, for market research purposes only. W91260-14-R-0003 is for Worldwide Training Support Services (WTSS) in support of the Non-Standard Rotary Wing Aircraft (NSRWA) Project Management Office (PMO) located in Huntsville, Alabama. 2. This WTSS acquisition is to provide training support services, training equipment and materiel procurement to support the NSRWA PMO requirements. This acquisition includes performance at worldwide locations, both inside the Continental United States (CONUS) and Outside Continental United States (OCONUS). Projects may support any US Government entity, partner nations, and Foreign Military Sales (FMS) customers approved by NSRWA PMO. The scope includes all services, supplies, materials, equipment, and manpower necessary to develop, implement and execute training at the apprentice, journeyman or master level for a variety of non-standard aircraft, aircraft systems, aircraft support systems and Training Aids, Devices, Simulators and Simulations (TADSS). Platforms supported by this PWS include all non-standard aircraft (Mi-17, Mi-35, AH-6, MD-530, MD-500, Bell 200/400 series, and other various aircraft as determined by future requirements.) Training programs include, but limited to, maintenance, aircrew, aircraft support systems and training aids, devices, simulator, and simulations; new equipment; and sustainment training and could be potential require contractor to develop or acquire simulators to support training. 3. This notice is being published in accordance with FAR 10.002 and 15.201 and is considered a request for information in support of market research. Although, this is being published under the sources sought posting type, the Government is not requesting vendor capabilities. This posting is publishing a DRAFT CLIN Structure, DRAFT Sections H, L, M, revised DRAFT Performance Work Statements (PWSs) and responses to questions from industry resulting from Sources Sought. Access instructions are provided in paragraph 6 below. A FINAL/FORMAL solicitation is not being issued at this time. The Government will be accepting comments addressing solicitation and PWSs requirements. Comments shall be received no later than 1200 P.M (1200 hours) Mountain Time, Tuesday, 20 January 2015 and shall be sent via electronic mail to Ms. Theresa Coffenberry, Contracting Officer, theresa.m.coffenberry.civ@mail.mil and Ms. Jennifer Baker, Contract Specialist, jen.d.baker@us.army.mil. Comments will be used for market research to assist in determining the appropriate acquisition strategy. The submitted information shall be UNCLASSIFIED. Vendor comments and Government responses shall be posted to Army Single Face to Industry (ASFI)/Federal Business Opportunities (FedBizOpps) websites. 4. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this posting is strictly voluntary. Comments will not be returned. No entitlements to payment of direct, indirect cost or charges to the Government will arise as a result of contractor submissions or the Government's use of such information. The information obtained from industries may be used in revising the Solicitation, PWS and Potential Acquisition Strategy. Vendors are reminded that the Acquisition Strategy has not been approved; therefore, these could change before final issuance. If/when final solicitation is issued, it is the vendor's responsibility to ensure understanding of the terms and conditions as identified in final solicitation. 5. Additional information, as it becomes available, will be posted as well as amendments to this announcement and will be available on ASFI (https://acquisition.army.mil/asfi) and flow to FedBizOpps (https://www.fbo.gov). It is the responsibility of the interested parties to review the site frequently for any updates/amendments to any and all documents. 6. Document Access: If vendor was previously provided secure document access to support the sources sought notice, their privileges should still be valid. If a vendor requires electronic access it is a two step process as follows: 1) request must be made through FedBizOpps; and 2) email document access letter (Attachment 1) to the individuals identified in paragraph 3 above.
