Description
This is a sources sought notice for acquisition planning purposes only. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. The Bureau of Reclamation (BOR), Lower Colorado Region, has a requirement for the Photography and Merchandise sales operations at Hoover Dam. Photography and Merchandise Sales are authorized under the Miscellaneous Sales Act Public Law 106-461. Reclamation manages all of the engineering, maintenance, and public activities that directly involve Hoover Dam. Hoover Dam is an historically important dam structure within the United States. It sits across the Colorado River (Nevada/Arizona boundary) and forms Lake Mead. The dam which was built during the depression and completed in 1935 provides power generation, downstream flood protection, and water for agricultural and human consumption. Over 1,000,000 people per year visit Hoover Dam. Reclamation operates a large visitor center and also provides a multi-story parking structure, both on the Nevada side of the dam. Reclamation provides exhibits related to the construction of the dam and conducts tours inside the plant and/or dam. There are retail outlets, run by the State of Nevada under the authority of the Randolph Shepard Act, providing souvenirs, food, and beverages to the public. Visitor services are conducted every day, except 2 days, throughout the year, with spring and summer receiving the highest visitation. In fiscal year 2014, Photography and Merchandise sales generated approximately $1,181,000 in photo sales and $135,500 in merchandise sales. Principal features of the contract include, but are not limited to: 1. Provide all personnel, equipment, materials, supervision, management, and other items and services necessary to manage and operate the photography and merchandise sales operations 7 days per week, 52 weeks per year, except Thanksgiving Day and Christmas Day. 2. Accept and account for Merchandise sales. 3. Display and sell BOR furnished merchandise at Hoover Dam and approved locations 4. Accept and account for Photography sales. 5. Take professional digital photographs of tourists. 6. Process photographs and present to customer. 7. Provide the financial and managerial controls to carry out all of the tasks related to photography and merchandise sales. The capability package should demonstrate the firm's experience and capability to perform the principal components of the services listed above. If comparable experience is provided, state how the referenced experience is comparable to the services listed above. Packages should include the following information: 1. Provide business name, address, business size, and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.) 2. Point of Contact, including title, e-mail address, and telephone number 3. Experience - a. List of projects involving photography and merchandise sales within the last 5 years. b. Business name and address for whom the work was done and the address of work location if different from the Business address c. Brief description of the work performed d. Project Title and dollar value of the project e. Project dates (beginning and ending/on-going) f. Project or Contract Manager's name and contact information g. Method used to account for funds received and data management for revenues, number of sales, etc. Capability statements should be limited to 5 pages in length. Capability statements received will be reviewed for the technical, administrative, and management capability of potential offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region intends to award a firm-fixed price service contract with an award incentive. This acquisition will be announced under North American Industry Classification System (NAICS) Code 541921 Portrait Photography Services with a small business size standard of $7.5 million.
