- Description
- The Research, Development and Engineering Command (RDECOM), Army Research Laboratory, Human Research and Engineering Directorate, Simulation and Training Technology Center (ARL- HRED-STTC) will issue a Total Small Business Set-Aside Multiple Award IDIQ for STES. STES IDIQ will plan, conduct, and exploit exploratory (basic and applied) research, advanced technology development, and demonstration of simulation and training, utilizing the most advanced Modeling and Simulation (M&S) technology in the following areas: (1) synthetic natural environments, (2) medical simulations, (3) dismounted Soldier training, (4) advanced distributed simulation and (5) embedded training. Subsequent delivery/task orders will include exploratory and advanced simulation research/studies/analyses, technology development for learning, training, testing and mission rehearsal and advanced research and development (R&D) in simulation and instrumentation technologies. Proposals will be solicited under solicitation number W911NF-15-R-0001. The total potential contract performance period shall be five years, with an ordering period consisting of one (1), twelve (12) month base period followed by four (4), twelve (12) month option periods, with a total ceiling of $135M. The guaranteed minimum for the life of the contract is $2,000. This is a full and open competition as a total small business set-aside. Offerors must certify that the firm is a small business based on NAICS code 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The small business size standard in number of employees is 500 and only small businesses shall be considered for award as this requirement is set-aside 100% for small business. Small Business firms responding to this solicitation must demonstrate the capability to perform a minimum of 50% of the required work with in-house staff in accordance with Federal Acquisition Requirement (FAR) Clause 52.219-14, Limitations in Subcontracting. All proposal submissions, in accordance with Solicitation W911NF-15-R-0001, shall be received by 3:00PM ET, Tuesday, 3 March 2015.
