- The USDA Agricultural Research Service, National Agricultural Library (NAL) intends to issue a sole source award via FEDLINK for Elsevier Scopus Database access, through IP authenticated access via the internet, to Elsevier B.V., for electronic access to Scopus online, cross-disciplinary abstracting and indexing database to NAL for use by all USDA employees, contractors, cooperators, and authorized public on-site users. All USDA locations worldwide are to be considered as authorized premises. USDA employees and contractors, cooperators and volunteers performing the work on behalf of USDA and acting with the scope of their relationship with USDA are considered authorized users of the database. In addition to internal use, authorized users have the right to use the content of Scopus for ordinary business, scholarly and educational purposes of the Government. The contractor shall provide monthly counter-compliant usage data reports including IP addresses, in electronic format. The contractor shall grant authorized users access to Scopus via the IP recognition authentication process. The contractor shall provide help desk and training materials, including but not limited to web-based educational materials. Deliverables are "Task 1-Provide access to Scopus via the internet and is due within 5 days of award, Task 2-Provide COUNTER-compliant usage reports and is due monthly. The period of performance will be January 16, 2015 through March 31, 2015. THIS IS A NOTICE OF INTENT AND IS NOT A REQUEST FOR PROPOSALS. This notice is for information purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the service identified above are invited to submit substantiating documentation, in writing, to the identified point of contact below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Questions can be emailed to alvenia.pitts@ars.usda.gov no later than 10 am ET, January 13, 2015. I nterested parties may submit an offer for consideration no later than 12N ET January 15, 2015. Quotes/Offers received after the specified due date and time will not be consider for award. If no qualified responses are received by the close of this notice award will be made to Elsevier B.V. All interested parties must be registered in www.SAM.gov to be responsible and eligible to receive an award for this project. The NAICS code is 511120. No solicitation will be issued.
