Description
PRESOLICITATION SYNOPSIS Solicitation: N69450-15-R-1104 P664 Helicopter (Helo) Parking Apron at NAS Jacksonville, FL: P664 constructs a new Helicopter Parking Apron and relocates the Hot Pit Refueling Area to the north end of the existing Helicopter Ramp to better support the Helicopter squadron mission. The project includes the required airfield pavement, tie downs, pavement markings, airfield lighting (apron edge lights and hot pit refueling area) and pantograph for the truck refueling area. The contractor shall perform all services necessary for the construction of the P664 Helicopter Parking Apron, Naval Air Station Jacksonville, Florida in accordance with the Request for Proposal (RFP). The total completion time for this project is 365 calendar days from the contract award date. The liquidated damages for this project are $4,090 per calendar day of delay. **************************************************************** Procurement Method: Contracting by Negotiation - Best Value Lowest Price Technically Acceptable (LPTA) **************************************************************** The NAICS Code for this procurement is 237310 and the annual size standard is $36.5 Million. **************************************************************** Estimated cost: $6,000,000 to $10,000,000 **************************************************************** This is a new procurement. It does not replace an existing contract. **************************************************************** The proposed contract will be solicited as a 100% small business set-aside. The Government will only accept offers from small business concerns. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation should be available at this site on or about 27 January 2014. Contract Award is anticipated June/July 2015 **************************************************************** The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, experience information, and a price proposal for evaluation by the Government. *************************************************************** Offerors shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work. ****************************************************************
