Description
RFQ DTMA91Q140031 Maritime Administration FSS Integrated Lifeboat and Davit product purchase SF1449. The Maritime Administration (MARAD) seeks a contractor to provide equipment/ products for the Integrated Lifeboat Replacement Project of eight Fast Sealift Ship (FSS) vessels for the Maritime Administration (MARAD) Ready Reserve Fleet (RRF). The Maritime Administration (MARAD) proposes to replace the existing gravity launched, open style 74 person lifeboats and davits on all eight FSS's with USCG/IMO approved SOLAS enclosed lifeboats with a capacity between 70-74 persons designed to be launched by gravity, cantilevered platform davit or single pivot davit. The existing lifeboats and davits will be removed in their entirety. The new lifeboats are all to be loaded from a new davit platform or deck extension allowing access via the rear or side doors and must fit within the existing footprint/dimensions. MARAD plans to purchase eight integrated ship sets of new covered lifeboats (16 units) and davits (16 units), as well as any necessary spare parts. Integrated Lifeboat and Davit units are to be delivered to MARAD warehouses in designated geographical areas of the United States. Pricing is sought as a lump sum fixed price lot (16 units) for all equipment and associated ancillary equipment to be ordered and includes provisions for a not to exceed cost for purchase of necessary spare parts. The locations for delivery of integrated lifeboat and davit units are in New Orleans Louisiana, Fort Eustis Virginia, and Alameda California. As a result of industry responses to a Request for Information (DTMA91I140002) for the Lifeboat and Davit unit products it is determined that the subject solicitation is for products (Lifeboats) that have non-availability as Buy America Act legislation 41 U.S.C. §§ 8301-8305 applicable products. Offerors are not required to adhere to Buy America Act legislation 41 U.S.C. §§ 8301-8305 for delivery of these equipment/ products. Equipment/ product information can be in the form of a short brochure or 3 page maximum technical product capability statement, indicate whether product is stock item or build to order. These programs provide eligible small and disadvantaged businesses with access to the financial capital and capacity they need to compete in the transportation industry. The STLP provides DBE Certified or SBA Certified under Section 8(a); Small Disadvantaged Business; HUBZONE Empowerment Contracting Program; and Service-Disabled Veterans short term working capital financing at competitive interest rates for DOT or DOT funded contracts and subcontracts. Maximum loan amount is $750,000 with a variable rate tied to the Prime Rate published in the Wall Street Journal.
