AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91247-15-T-GKB1 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-79. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $32.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-01-12 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. The MICC Fort Bragg requires the following items, Meet or Exceed, to the following: LI 001: 44 double non-smoking occupancy rooms (22 rooms Saturday / 22 rooms Sunday) within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 7 February 2015 and Check-Out will be on 9 February 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 44, EA; LI 002: 44 double non-smoking occupancy rooms (22 rooms Saturday / 22 rooms Sunday) within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 28 March 2015 and Check-Out will be on 30 March 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 44, EA; LI 003: 66 double non-smoking occupancy rooms (22 rooms Friday / 22 rooms Saturday / 22 rooms Sunday) within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 10 April 2015 and Check-Out will be on 13 April 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 66, EA; LI 004: 88 double non-smoking occupancy rooms (22 rooms Friday / 33 rooms Saturday / 33 rooms Sunday) within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 5 June 2015 and Check-Out will be on 8 June 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 88, EA; LI 005: 110 double non-smoking occupancy rooms (22 rooms Wednesday / 22 rooms Thursday / 22 rooms Friday / 22 rooms Saturday / 22 rooms Sunday)within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 8 July 2015 and Check-Out will be on 13 Jauly 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 110, EA; LI 006: 44 double non-smoking occupancy rooms (22 rooms Saturday / 22 rooms Sunday)within 10 miles of 301 E. Regis Street, Lubbock, Texas. Check-In will be on 8 August 2015 and Check-Out will be on 10 August 2015. Must be less than or equal to the area per diem rates (83.00). Provide in accordance with IAW Performance Work Statement., 44, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Bragg intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Bragg is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. This is not a solicitation for Event Planning Services. For a proposal submitted by an offeror other than a hotel, the offeror must describe in its proposal the technical approach for the offeror's services as a prime contractor. All proposal submitted by an offeror other than a hotel shall provide the following: (1) Valid business insurance certificate. (2) Hotel agreement verified, and countersigned by both parties and the authorized agent of the participating hotel (hotel letterhead). (Again, this is not a solicitation for Event Planning Services. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Accepltability and price Technical acceptability is significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offerors specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
