- Attachment A SS-FSA-15-0020 Under the authority of FAR 6.302-1, the Bureau of the Fiscal Service (Fiscal Service) intends to contract with Vantiv, Inc. on a sole source basis for EMV-enabled payment card terminals, PIN pads, device software, and associated professional services. Vantiv has been identified as the only source capable of fully satisfying the requirements in an arrangement that meets the needs of the Fiscal Service. Pursuant to Executive Order 13681, the Fiscal Service requires that EMV-enabled Ingenico and Verifone terminals and PIN pads be obtained, implemented, and functioning at all Fiscal Service Card Acquiring Service (CAS) program client agency sites no later than September 30, 2015. Reference "Attachment A" for additional specifications. Once implemented, the new and updated EMV-enabled terminals must properly interface and fully function within Fiscal Service's existing CAS program. The Fiscal Service's CAS program is currently managed by the financial agent Fifth Third Bank. Fifth Third Bank supports CAS client agencies' payment card processing needs through its partnering acquirer/processor, Vantiv. Vantiv is responsible for supporting CAS client agencies through standalone and wireless terminal provision, device maintenance, real-time direct data links for transaction authorization and processing, client agency support, customer service, and other miscellaneous functions. All CAS-supported agency payment card terminals must be certified by Vantiv in order to be eligible to process card transactions through the existing CAS program managed by Fifth Third Bank. Standalone and wireless payment card terminals rely on Vantiv-specific and Vantiv-certified software to perform their essential card reading, authorization, and transaction processing operations. EMV-enabling software loaded on EMV-enabled payment card terminals will require testing and certification by Vantiv prior to deployment. Agencies deploying EMV-enabled terminals must connect to and validate with the Vantiv network. Additionally, the support model, maintenance arrangements, and device warranties must be preserved under the Fiscal Service's existing CAS program. No formal solicitation is available. Requests for additional information and/or a copy of the solicitation will not be considered an affirmative response to this special notice. Telephone responses or inquiries to this special notice will not be accepted. Fiscal Service will consider written vendor responses received by the established deadline; 11:59 PM (ET) on February 9, 2015. Responses must be submitted electronically to the following email address: purchasing@fiscal.treasury.gov. Responding vendors shall reference "SS-FSA-15-0020 Attn: SN/KH" in the subject line of the email. Responses must include sufficient evidence clearly demonstrating a vendor's capability to fully satisfy the requirements. If no acceptable responses are received, Fiscal Service will proceed with an award to Vantiv on a sole source basis. In addition to necessary technical information specific to this requirement, qualified vendors shall also provide the following: name and location of company, contact information, business size and any socioeconomic classifications; DUNS number; whether or not the company's services are available through an existing Government-wide vehicle; a brief capabilities statement (not exceeding 5 pages) that includes a description of the company's standard line(s) of business and any customers/agencies for which similar products/services have or are being provided. This is not a request for proposal/quote and does not imply an obligation on the part of the Government to purchase products/services. Further, this special notice does not obligate the Government to ultimately pursue a particular acquisition strategy. All responding vendors are advised that responses to this notice, in and of themselves, will not be considered for contract award. In the event that a resultant solicitation would ensue, interested parties would be required to respond separately and formally in order to be considered for contract award. A determination not to compete the proposed acquisition based upon responses to this special notice would be at the sole discretion of the Government.
