Description
Notice of Intent to Award Sole Source Procurement: Market Research is being conducted to verify that no other sources can meet the requirement to manufacture, produce, and install the 108 modernization kits to nine locations. Interested sources are invited to provide their company's capability statement to support this program as described in this Sources Sought program description, acquisition approach, and Delivery Schedule as described herein. Project Background: The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement to modernize existing JPATS ATDs consisting of Operational Flight Trainers (OFTs), Instrument Flight Trainers (IFTs), and Unit Training Devices (UTDs) at six Air Force and three Navy sites. The JPATS ATDs support pilot and flight officer training in the T-6 Texan II aircraft. The JPATS ATDs were procured by the T-6 Original Equipment Manufacturer (OEM), Raytheon Aircraft Corporation (RAC) (who became Hawker Beechcraft Corporation (HBC) in May 2007) to support the aircraft program. The procurement was via a performance specification through a subcontract issued to FlightSafety International, Inc. (FSI) by the OEM. FSI proposed and delivered to the OEM a proprietary solution involving both hardware and software. Data rights were not procured by nor delivered to the Government or the OEM. The original prime contractor, HBC, is no longer considered a viable solution to support the upgrades which are driven by obsolescence and concurrency issues. This leaves FSI the only remaining viable source for this effort. The effort consists of retrofitting all Electronic Control Loading Systems (ECLS) and Flight Deck Input/Output Systems (FDIOS) and upgrading all Windows XP and Windows 2000-based software to Windows 7 for 108 USAF and USN JPATS ATDs. Additionally, the effort includes upgrading Aural Cueing Systems for the USN OFTs and UTDs, and the Image Generator Systems for the USN OFTs. Acquisition Approach: PEO STRI Acquisition Center intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302 (a) (2) (ii) (A). Only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to pursue award of a delivery order under STOC II Indefinite Delivery Indefinite Quantity Contract W900KK-09-D-0338 to FlightSafety Services Corporation (FSSC), 10770 East Briarwood Avenue, Suite 100 Centennial, CO 80112. Award to FSSC shall be in accordance with the authority defined by FAR 16.505(b)(2)(i)(B), quote mark Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. quote mark The government anticipates that the program for this effort will be fulfilled by the award of a Firm-Fixed Price (FFP) Delivery Order in accordance with FAR Part 16, the period of performance for which is 24 months from award. Award is anticipated 2nd QTR FY 15. ESTIMATED DOLLAR VALUE: $22 Million RESPONSES REQUESTED: Interested contractors must submit their capabilities statement by the closing date of this notice to the POC listed below. Responses shall provide a description of the offeror's ability to meet the JPATS ATDs Modernization Program description, acquisition approach, and delivery schedule. See attached Statement of Work (PEO-STRI-15-W008). The response shall include a Rough Order of Magnitude (ROM) estimate for the requirement on a FFP basis. The offeror's capability statement may not include any new or non recurring design effort. The offeror's capability description should include documentation demonstrating that the offeror has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them. Responses shall be limited to three (3) pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Responses shall be submitted electronically by email to Craig.Cunningham.civ@mail.mil and Marvin.J.Hagan.civ@mail.mil no later than 1500 EDT on Friday, 09 February 2015. NOTICE: This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
