Q&A Q: Our firm received a notice of the release of this contract this Monday and immediately started building a team to submit a proposal. After digging into the Combined Synopsis / Solicitation we noticed a few irregularities in the procurement notice, most importantly, a lack of information regarding how offerors should submit a price for this IDIQ contract. There is no price schedule available via FBO nor instructions on how offerors should provide line item pricing otherwise. Without an answer to this question, our team cannot proceed with committing resources to this effort. A: The RFQ list the following information: 3. COST/PRICE This Volume shall be organized in such a manner to address and/or provide sufficient details in price breakdown of the quotation. Information must be detailed enough to clearly document that the proposed mix of labor categories, the IDIQ labor category rates, are accurate, realistic, complete and consistent with the proposed technical volume and with the requirements of the PWS. Documentation shall also explain any description of any assumption of terms and conditions as well as a specific description of any pricing and technical assumptions that the response is predicated on. (All rates are loaded). Provide the escalated rate for the option years (inclusive). Quotations which are unrealistic in terms of technical commitment or unrealistically low in price will be deemed to show an inherent lack of technical competence or failure to comprehend the complexity and risk of the contract requirements. This may be grounds for the rejection of the quotation. The Government may reject any quotation that is unreasonable or materially unbalanced as to prices. An unbalanced quotation is one that incorporates prices significantly less than cost for some items and/or prices that are significantly overstated for other items. Also, please provide a price to complete the sample task Q: My firm is interested in pursuing solicitation number VA101-15-Q-0006 and I was wondering what sort of response is required. For example, should we both submit proposals with the other as a subcontractor? Should we submit one proposal with a Teaming Agreement, etc? Or perhaps we should submit multiple proposals with all options. Can we arrange a phone conversation with you for today or tomorrow? A: Please contact the Small Business Office Q: As an interested and qualified offeror, we respectfully submit the following questions regarding solicitation VA10115Q0006: CHP, ECM and Solar PV Commissioning for your review and response: 1.Time Extension - due the short timeframe provided (6 business days), we believe that it is reasonable, and in the government's best interest, to extend the due date for submission of proposals by at least 7 business days to allow for the most complete and competitive proposals from qualified SDVOSB offerors. A: The proposal due date and time will not be extended 2.Award Structure - it is our understanding that the current submission on the sample PWS will not result in immediate task order awards for those sample tasks or any other tasks, but rather an award on the IDIQ contract, with the minimum stated value of $20,000, and inclusion on subsequent bid requests for all task orders that arise out of the IDIQ. Can you please confirm or deny this position? A: The sample task is to assist in the selection process. 3. Proposal Assumptions - due to the very limited information on the sample projects (overall system output level as the only detail), we understand that all proposed staff, staffing levels and pricing are to be made on significant assumptions about the complexity of the projects (required completion timeline, system layout/site logistics, etc) and subsequently about the complexity of the commissioning and CM tasks listed in the PWS. We request as much detail on the sample projects as possible to help narrow the field assumptions across all offerors to help ensure consistency among proposals which is in the best interest of the government in finding the best value contractors.
