Market Survey Reference ID: DTFAAC-15-R-01478 The Federal Aviation Administration (FAA), Flight Inspection Operations Group has a requirement for Flight planning and subscription services. See the attachment titled Statement of Work for more details. All interested Large AND Small businesses are encouraged to submit a brief response to this market survey. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors expense. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms or if full and open competition is appropriate. At this time the nature of the competition has not been determined. Depending on the responses received from the market survey, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following information via email to the Contract Specialist at monica.price@faa.gov 1. BUSINESS DECLARATION FORM and a copy of SBA 8(a) or SDVOSB certification letter, if applicable. 2. CAPABILITY STATEMENT - This document should identify: a) Type of flight planning and subscription services provided by your firm b) Number of years in business c) Geographic area where your company can provide services d) Previous experience for work involving similar scope e) Brief summary of the capabilities and specialized expertise of your company. You may include commercial brochures (pdf) or provide a link to your company �s website. 3. EXPECTED PROGRAMMATIC APPROACH (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. GENERAL PRICING INFORMATION Interested parties are requested, but NOT required, to provide an estimated top-level rough order of magnitude (ROM) to include a range of the estimated total cost for the effort as defined in the SOW. Detailed pricing build-up are not desired or requested in response to this market survey and only an Estimated total range such as ($500K - $XXM) is requested. The anticipated contract type is an Indefinite Delivery Requirements and will be for a base plus four option year periods, if exercised. Any general pricing information rendered is for INFORMATIONAL PURPOSES ONLY and is not to be construed to be binding in any manner by either the government or the contractor. 5. ACQUISITION VEHICLES Please indicate if your company offers services through any government acquisition vehicles such as a GSA contract or other government agency wide contracts. 6. COMMENTS ON STATEMENT OF WORK. Attached is a DRAFT of the Statement of Work. Respondents are encouraged to review the Statement of Work in detail and provide comments in their final response. The deadline to receive comments or questions concerning the market survey is two weeks after issuance. The Contracting Office and Program Office must have sufficient time to review comments/questions in order to provide meaningful feedback and disseminate among all interested parties. PLEASE NOTE THERE IS A PAGE LIMITATION OF FIVE (5) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY. THIS IS ONLY A REQUEST FOR GENERAL INFORMATION. EXCESSIVE SUBMISSIONS ARE NOT DESIRED.
