Description
The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is hereby soliciting information about potential sources for a Radio Frequency (RF) Test Instrumentation Equipment Suite to be used by the U.S. Army Aeroflightdynamics Directorate (AFDD). The U.S. Army AFDD requires an RF parameter performance and spectrum measurement instrumentation equipment suite which must have a level of measurement quality, integration, portability, and ruggedness such that the instrumentation can be effectively utilized within the operational constraints of the T2000 Telemetry Trailer, as well as, the power, volume, portability, and mass constraints of in-flight, in-field portable, and ground based RF telemetry, research, and operational system environments. Equipment operation, data format, and analysis tools require compatibility with existing RF instrumentation for aggregation of equipment and exchange of data sets and analysis products required for joint operations. The equipment must support the following salient characteristics: - Highly integrated form factor and operational features consistent with mass, volume, power, and ruggedness constraints associated with flight and field portable use environments. - Specifications and measurements quality equivalent to bench instruments. - Highly integrated equipment and analysis suite including Vector Network Analyzer (VNA), Spectrum Analyzer, Vector Voltmeter, RF Power Meter, Interference Analyzer, Channel Scanner, AM/FM/PM Protocol Analyzer/Demodulator, and GPS based antenna coverage mapping. - Remote control, interface, and data access utilizing Ethernet. - Ability to store, share, and restore settings, measurements, and analysis results internally and through external media utilizing Ethernet and USB. NASA/ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the RF Test Instrumentation Suite. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
