- This is a presolicitation notice to provide UXO Clearance services at Fort McCoy, WI. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform UXO clearance as defined in the Performance Work Statement. The contractor shall provide surface, subsurface and underwater operational range clearance to include explosive ordnance disposal, range scrap and residue inspection, certification, removal, and disposal in accordance with applicable DOD, DA and Fort McCoy guidance. The Contractor shall provide and perform under this contract the accountability requirements such as: issuance, receipt, accountability and turn-in, recording of munitions expenditures, explosives safety, and scrap disposal; in accordance with the PWS and the terms and conditions of the contract. The contractor shall perform to the standards required to ensure UXO Clearance, residue removal and all disposals are in accordance with all State, Federal and Fort McCoy Regulations. Majority of the locations are unimproved lands, high noise levels, extremes in weather conditions (temperatures, storms and rain), dust and dirt requiring the following of established safety procedures and wearing of protective equipment such as safety boots. Limited work conditions will be underwater for underwater removal. Work sites are remote with limited if any permanent latrine facilities. The Government intends to award an indefinite delivery indefinite quantity (IDIQ) firm fixed price contract from this solicitation. The solicitation for this requirement was expected to be posted near the end of December 2014, and was not. The solicitation is expected to be posted in January 2015.
