This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-DE-2015-054-KEW and the solicitation is issued as an request for quote (RFQ). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-79 effective 15 DEC 2014. (iv) There are no set-aside restrictions. The associated NAICS code is 541720, Research and Development in the Social Sciences and Humanities, and the small business size standard is $19M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13 & 13.5. (v) The Contractor Requirements are listed below: (vi) The Contractor Shall: 1: Background The contractor shall provide the NIDCR with professional laboratory services designing and writing experimental protocols aimed at elucidating the effects of altered genetic expression of IA-2 and IA-2 ß on neuroendocrine alterations in knockout and transgenic mice in the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Intramural Research Program (IRP), Laboratory of Sensory Biology Branch (LSBB), Experimental Medicine Section (EMS). The Notkins laboratory focuses on three related research areas: 1) the identification of new autoantigens, 2) studies on the properties and function of IA-2 and IA-2ß (major autoantigens in type 1 diabetes and transmembrane proteins of dense core secretory vesicles), and 3) studies involving polyreactive antibodies and hybridoma technology. The laboratory needs a Biologist with extensive expertise in designing and conducting experiments in molecular biology, behavioral neuroscience/pharmacology, as well as running and managing the laboratory's extensive mouse colony. 2: Statement of Work Contractor Responsibilities: Task 1: The contractor shall design and write experimental protocols involving knockout and transgenic mice Task 2: The contractor shall be the principle Biologist in the laboratory to genotype and breed the knockout and transgenic mice. Task 3: The contractor shall perform molecular biological assays to determine/measure changes in transcription factors and micro-RNAs. Task 4: The contractor shall keep up with the literature on new micro-RNAs Task 5: The contractor shall design primers for the micro-RNAs Task 6: The contractor shall assist post-doctoral fellows and students with isolating mouse pancreatic beta cells Task 7: The contractor shall provide support on immunological projects (e.g. Western and Northern blots, ELISAs, injection of cell lines into mice, collection of ascites) Task 8: The contractor shall write protocols and amendments for all performed animal experiments. Task 9: The contractor under this contract shall comply with the rules and policies of the NIDCR and its staff, ad-hearing to the OLAW and ACUC protocols associated with the experiments. Task 10: The contractor will perform the testing as samples are received, monitoring on a daily basis, Monday through Friday. 3: Additional Requirements Personnel Qualifications: 1: The contractor shall have extensive expertise in designing and writing experimental protocols aimed at elucidating the effects of altered genetic expression of IA-2 and IA-2 ß in knockout and transgenic mice. 2: The contractor shall have extensive experience in managing a mouse/animal colony. This includes mating, and genotyping of all animals and the providing of support to members of the laboratory to allow experiments to be conducted in a timely and error-free fashion. (vii) Period of Performance: Base Year: February 09, 2015 - February 08, 2016 Option Year 1: February 09, 2016 - February 08, 2017 Option Year 2: February 09, 2017 - February 08, 2018 Place of Performance National Institutes of Health, NIDCR 30 Convent Drive Bethesda, MD 20892 (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides the overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost. In the event proposals are evaluated as technically equal in quality, price or cost will become a major consideration in selecting the successful Offeror. 1: Technical Capabilities: (100 points) 1A: Related Experience: Demonstrated understanding of the requirements and capabilities to perform the requirements as outlined in the statement of work, tasks 1 - 10. (50 points) 1B: Educational background: Demonstrated ability to meet the requirements as stated in additional requirements. (50 points) 2: The offeror will provide the following: 1: Provide cost estimate, broken down into hourly compensation 2: Provide most recent resume narrating capabilities to meet the additional requirements as stated 3: Provide a CV stating the relatable experience and education background necessary to complete the tasks as stated under the statement of work. (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.
