- D15PS00141 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a synopsis preceding the issuance of a solicitation. Rather, it is market research issued solely for information purposes only- it does not constitute a Request for Proposal (RFP) or any other solicitation. This RFI does not commit the Government to contract for any supply or service. Acquisition Services Directorate and the National Cancer Institute are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. Any information provided by industry to the Government as a result of this RFI is voluntary. Not responding to this RFI does not preclude participation in any future solicitation. It is recommended that interested parties monitor the Federal Business Opportunities website (http://www.fedbizopps.gov) for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. BACKGROUND The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate (AQD) is issuing this Request for Information (RFI) to receive comments and related documentation in regard to a National Institutes of Health (NIH) National Cancer Institute (NCI) desire to replace a laboratory sample processing system currently in use in an NCI research laboratory. The system and vendor must be capable of the following: ¿Transferring data from a current system (LabSamples) to the new system without loss of productivity while the current system is in use. There can only be a minimal system downtime to accomplish a system transition, and current ongoing clinical trials cannot be negatively impacted by the transition. ¿Transferring current data into the vendor's system with no data loss or corruption. An automated verification and validation capability and the ability to certify data accuracy is desireable. ¿The system must integrate with the NIH PIV login system ¿The system must support at least 25 concurrent users, and support multiple user types and privileges. ¿The system must provide full audit capabilities with the ability to review any and all changes, who made them, when were they made and the ability for an administrator to revert any changes to a previous time point. ¿The system must be capable of integrating with and acquiring data from outside systems such as acquiring -Patient information -Protocol consent forms -Protocol information ¿The system must allow users to add arbitrary data (reports, files, images etc.) to already existing protocol, patient, and sample data within the system ¿The system must allow users to create protocols within the system which are independent of those acquired from those imported from the Center for Cancer Research (CCR) database. ¿The system must provide full sample management including: -Sample type management -Predefined sample types -Ability to add custom sample types -Sample tracking -Sample barcoding -Label printing for both samples and container boxes -Sample splitting into aliquots -Full aliquot management -Aliquot scheduling -Aliquot notes -Batch operations -Batch notes ¿The system must provide custom reporting DESCRIPTION OF INFORMATION REQUESTED The NCI is seeking information on possible automated system solutions, including cost estimates, for the replacement of a laboratory sample processing and management system for one of the biospecimen laboratories within the NCI. The Government will consider all comments, questions, and issues raised by all prospective offerors in formulating requirements for any resultant solicitation document. The information contained here reflects the Government's anticipated requirements as of the date on this RFI. The purpose of the RFI is to solicit comments regarding a possible acquisition. The issuance of this RFI is designed to gather as much information as possible to ensure that the Government's requirements are clear, concise, can be supported by commercially available products, and possibly improve the requirements based on industry best practices and lessons learned, which may be stated in a future solicitation. Offerors are requested to provide the following information: a. Respondents are requested to provide comments on the high-level system requirements listed above including the ability of products to meet these requirements. b. Identify and discuss experience your company has in regards to providing, implementing, and maintaining a system meeting or exceeding these requirements. c. Can you project firm-fixed prices for implementation, data migration, operations and maintenance support services for the duration of a contract? If so, what information would the Government need to provide in order to propose a firm-fixed price? Please identify (with rationale) if your company believes that a Firm-Fixed Price pricing arrangement is not most appropriate for this type of requirement and if not, suggest more appropriate contract type(s) considering the nature and risk associated with this requirement. d. Identify what level of detail and specificity of information is required to propose a firm-fixed price solution to meet these high-level requirements listed. e. Identify any existing contracts and Federal Supply Schedules that your company possess that may lend itself to this requirement f. Identify if your company is one or more of the following business types: large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, economically disadvantaged women-owned small business (EDWOSB) concern, HUBZone, veteran-owned, or service-disabled veteran-owned small business based on the NAICS identified herein g. Identify if company is U.S. or foreign-owned h. The Government has identified the North American Industry Classification System (NAICS) Code(s) of 511210 "Software Publishers" for this requirement with a size standard of $38.5 Million. Please identify any other applicable NAICS codes to this requirement i. Identify your company's size given the NAICS Code identified in h above j. Identify the Product Service Code (PSC) applicable to this requirement k. Are these types of products and services in the commercial marketplace? l. Identify any technical and programmatic risks you foresee in executing this requirement? Define risk reduction measures you would employ to address these risks. m. Provide available commercial product brochures and/or information providing a description, capabilities, and features of commercially available products that meet the requirements above. m. Provide the name, telephone number, mailing address, and email address of a point of contact having authority and knowledge to discuss responses with Government representatives. EVALUATION OF RESPONSES All responses received by the due date will be thoroughly reviewed by the acquisition team and are subject to incorporation into the final requirements. Responses to the RFI will not be considered in the evaluation for award of any resultant solicitation. FORMAT OF RESPONSES Please provide a synopsis of your company's capabilities and contact information with no more than ten (10) single-sided pages, 12-point font, minimum one-inch margins, in Microsoft Word format with a ".docx" or ".doc" extension or in Adobe format with a.pdf extension. Commercially available system brochures and descriptive marketing materials shall not be counted against this page limit. To the extent possible, all responses should be unclassified and for general access by the Government, other evaluators, and other respondents. Any proprietary information submitted must be clearly and separately identified and marked and will be appropriately protected. The Government will NOT be responsible for any proprietary information not clearly marked. All material provided (responses, discussions, questions/answers, and other data) that is not related to competition sensitive or contractor proprietary material, may be provided (without attribution) to other respondents. Any material provided may be used in development of future solicitations. QUESTIONS No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding technical point of contact will not be given and no appointments for presentations will be made. Vendor questions and Government responses will be posted to FedBizOps. No questions will be addressed via oral communication.
