Description
Draft Requirements for Sources Sought Instrument Transformers Sources Sought for Commercial Item Purchase Western Area Power Administration (Western) is seeking information from vendors capable of providing current transformers (CTs), voltage transformers (VTs), coupling capacitive voltage transformers (CCVTs), metering units (combo units) and station service voltage transformer (SSVT or Power PT). A DRAFT of the requirements is attached. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit and/or award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify contractors with the capability to supply the items in the attachment "Draft Requirements for Sources Sought." After the results of this market research are obtained and analyzed, Western may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. Western is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 335311, Power Distribution and Specialty Transformer Manufacturing, with a small business size standard of 750 employees. The specific purpose of this sources sought announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing all of the items identified in the attached requirements document. Interested vendors that believe they are capable of meeting the requirement should fill-in rows 1-5 and columns D-G in the attached "Draft Requirements for Sources Sought" excel spreadsheet. In addition to the spreadsheet you may provide additional information (limited to 5 single spaced 8.5 x 11 pages) including information such as: 1. Examples of prior experience with this type of procurement. 2. Examples of delivery incentives or disincentives that are typical in industry. 3. Any other relevant information that is not listed which the Government should consider in developing its requirement, should one exist in the future, and finalizing its market research. Any proprietary information should be so marked. The response should be received by the Contract Specialist no later than 4:00 pm Mountain Time on January 16, 2015. The capability statement shall identify the business status of the organization. Only electronic responses will be accepted. Faxes will not be accepted.
