- RFI Package for AOC Legislative Clock System Request For Information Legislative Clock System Architect of the Capitol The Architect of the Capitol (AOC) is issuing this Request For Information (RFI) for its Legislative Clock System (LCS) requirement. This is for market research purposes only. This LCS requirement will be used to develop, design and build a new alternate LCS that can be used in conjunction with the existing Spectracom system. This requirement is not to replace the existing Spectracom system in its entirety. Instead it will replace the existing Spectracom clocks with the new LCS clocks as replacements are needed. The Buy American Act will apply to this requirement. The purpose of this RFI is to allow industry to provide comments to AOC on the stated requirements and state if a solution per the Government's requirements is feasible. In addition, the AOC is asking that vendors provide a Rough Order of Magnitude (ROM) to provide an estimate on what the total cost of this project may be. Vendors are requested to include in their ROM the total labor price, total equipment price, total manufacturing and price for purchasing rights to vendor's design specifications to arrive at the total estimated price. The vendor does not have to provide its response to the RFI or the ROM in accordance with the instructions in Section L. Sections L & M are provided so that the vendors can submit comments to these sections along with comments to the Statement of Work. This RFI is also conducted to identify potential sources capable of meeting the requirements for AOC's LCS requirement. Information is being collected from all potential sources at this time. Firms responding to this announcement should indicate whether they are a large business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZone). All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded an AOC procurement. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM profile. Vendors shall also state if they participate in any Government wide contracts such as General Services Administration's (GSA) Federal Supply Schedule. This is not a Request For Proposals. Proposals are not being solicited nor will an award be made from this RFI. AOC will not reimburse the contractor for any costs associated with preparing or submitting a response to this RFI. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. Responses to this RFI shall be sent to Jennifer Henley at jhenley@aoc.gov. Responses are due no later than 4:00 pm ET on January 23, 2015.
