- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2015366 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industrial Classification (NAICS) code 541711 with a size standard 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure services including big data management and bioinformatics of next generation sequencing data analysis and software development. Specific requirements include the ability to analyze transcription or genomic data related to multiple model systems, including worm (C. elegans), fly, mouse and human. Professional Services Requirement: The NIDDK requires services of Dr. Sijung Yun of Yotta Biomed, LLC. as a direct contractor for NIDDK. As a direct contractor, Dr. Yun will perform broad services including big data management and bioinformatics of next generation sequencing data analysis and software development. Specific requirements include the ability to analyze transcription or genomic data related to multiple model systems, including worm (C. elegans), fly, mouse and human. Skills needed include computational familiarity and demonstrated skills in analyzing transcription chip and ChlP-chip data as well as next generation (lllumina or equivalent platform) sequence data associated with RNA-seq, DNAseq, Chip-seq and similar. Additional requirements include, but are not limited to, an ability to generate efficient automated pipelines for analysis, perform a rigorous statistical analysis of all results, develop novel analytical tools customized to our needs, communication of results to biologists that emphasize both the meaning and limitations of each analysis, demonstrated familiarity with basic biology and model biological organisms, and an ability to integrate simultaneously into multiple workgroups working in diverse systems with divergent dataset types. Project background: Dr. Sijung Yun obtained his Ph.Din computational biology in 2007 and has since been working in molecular dynamic modeling, molecular structure predictions and bioinformatics for the subsequent 8 years. For the past 3.5 years as a postdoctoral fellow and contractor, he has been working on the genomics and transcriptional analysis of gene expression and factor distributions with data generated from worms, flies, mice and human cell lines. He has recent experiences with multiple projects including next generation sequence (NGS) data analysis and pipeline development, preprocessing of FASTQ files for accurate SNP calling, RNA-seq transcriptional analysis, and ChlP-chip analysis to understand the sitribution of proteins and protein modifications. His wide experience in DNA-seq, RNA-seq, and CHIP-seq analysis, coupled with biological knowledge of model organisms and protein structure/dynamics, makes him uniquely qualified for this position. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included.
