Description
NASA Ames Research Center (ARC) has a requirement for the following six items for its ruggedized research flight control computer (RFCC): a) One compact PCI form factor PPC 2041 based single board computer b) One cPCI multifunction I/O board with 24 channels of +/- 10V analog-to-digital input c) One cPCI multifunction I/O board with 20 channels of +/- 10V digital-to-analog output d) One cPCI multifunction I/O board with 32 channels of discrete input/output e) One cPCI multifunction I/O board with 2 channels dual redundant MIL-STD-1553B input/output f) One cPCI multifunction I/O board with 8 RS-232/422/485 ports NASA ARC intends to purchase the items on a sole source basis from North Atlantic Industries (NAI), of Bohemia, NY, under the authority of FAR 13.106-1(b)(1). The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. NASA ARC previously purchased the system components listed above for use on a research helicopter. This procurement will create a duplicate RFCC for use in a System Integration Laboratory (SIL) and that can be used as a backup in case the aircraft unit fails. The units must be identical for two main reasons: 1) Software development and testing will be performed in the SIL prior to transferring the new software to the aircraft. To transfer the software directly from the SIL to the aircraft, both the SIL and the aircraft need to have the same hardware systems. Even minor differences in hardware can require changes to the code. 2) Should the system installed on the aircraft fail, the identical unit from the SIL can be installed in the aircraft. With identical systems, the units can be swapped quickly, as it will not be necessary to modify the software or adjust wiring harnesses for different connectors on a different system. The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of providing the described requirement may submit their capabilities and qualifications in writing to the identified point of contact not later than 4:00pm PT on January 27, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency NASA Clause 1852.215-84, Ombudsman, is applicable.
