Description
The purpose of this amendment is to extend the response date to 16 January 2015. This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Sources Sought notice will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. General Information The National Institute of Standards & Technology (NIST) is seeking information on commercial sources for the Department of Commerce (DOC) International Trade Administration (ITA) Global Markets (GM) that are capable of providing a requirement to assess, revise, and strengthen position management systems and practices over a multi-year period. Specific objectives are to: • Conduct a Job Analysis and create a Competency Model for the Commerce Department's International Trade Administration Global Markets (GM) Foreign Service Officer (FSO) positions. (The Job Analysis and Competency Model from 2011 are available for reference.) • Produce a new Foreign Service Position Classification Handbook, which includes creating new standards for classifying FSO positions. Commerce's FS grade structure consists of FS-04 through Senior Foreign Service. • Develop new PDs for all FSO grades/position types based on the new Handbook. • Classify/reclassify current FSO positions based on the new Handbook. • Recommend a worldwide position structure and multi-year "flow through" (number of positions at each grade) for the newly-classified FSO positions and recommend specifications for an automated flow-through system. • Identify minimum qualifications requirements for hiring at the entry level Foreign Service grade level. • Identify the variance between the current and proposed employee population/position structure/flow-through, and propose a strategy for transitioning to the recommended structure. • Create a Competency Model(s) for GM's Locally Employed Staff (LES) employees. • Conduct Training Needs Assessments (TNAs) for GM's three employee populations - FSO, LES, and General Schedule (GS) to identify training needs and fill gaps. (A CM developed under contract for GS employees in 2014 is available.) For the FSO population, recommend a continuing TNA process (standard operating procedure.) The review of the classification process for General Schedule (GS) and LES (Locally Employed Staff) employees are out of scope for this project. The project will consist of an initial base year plus an option year and will require the contractor to provide TNA deliverables associated with three distinct workforces. DOC/ITA/GM is a Foreign Affairs Agency governed by the Foreign Service Act of 1980. Accordingly, GM uses the Foreign Service (FS) personnel system, which is materially different from the Civil Service system, to manage the FS workforce. Section 501 of the Foreign Service Act of 1980 provides the legal authority for classifying positions. The project will require the contractor to provide deliverables associated with three distinct workforces: Foreign Service Officers, Locally Employed Staff, and General Schedule Staff. Vendors are encouraged to provide estimated costs or pricing information for the services, which they can provide, within their response. Include any other relevant information that is not listed above, which the Government should consider in developing its minimum specifications and finalizing its market research. TIMELINE: NIST anticipates issuing a Request for Proposals for the services no later than the second quarter of fiscal year 2015 (first quarter of calendar year 2015), and awarding a Purchase Order for the system no later than the fourth quarter of fiscal year 2015 (third quarter of calendar year 2015). NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541612-HUMAN RESOURCES CONSULTING SERVICES, as those domestic sources having $15 million. Please include your company's size classification and socio-economic status in any response to this notice. Companies that have a COTS system are requested to email a detailed report describing their capabilities to monica.brown@trade.gov no later than the response date for this sources sought notice. The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. 8. Achievable specifications and any other information relevant to your capabilities and any other relevant information that is not listed above which the Government should consider in finalizing its market research.
