Description
This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A market survey is being conducted to determine if there are adequate firms for the following proposed work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The Philadelphia District, U.S. Army Corps of Engineers (USACE) intends to award firm fixed price contract. The proposed contract will be a competitive firm-fixed price contract procured in accordance with FAR 15, Negotiated Procurement using the Lowest Priced Technically Acceptable. The proposed contract will provide all required equipment, operating personnel and meet all safety requirements. The scope of work for the resultant contract will primarily be associated with the excavation of a drainage ditch along the entire perimeter. The Contractor will be required to provide all material, equipment and labor to perform the following services. The Contractor shall include in their proposal the number of machines, operators and all other costs associated with performing the duties as outlined within this Performance Work Statement (PWS) for a period of one hundred (100) work days. This contract is a firm fixed price (FFP) contract under FAR 15, Negotiated Procurements. The Contractor will be required to ditch, drain and dry the dredged materials in place within the Wilmington North Disposal Area, Wilmington, Delaware for duration of one hundred (100) days, not to include weekends, (800 hours) providing all necessary pieces of equipment to accomplish work task. There is a total of approximately 130 acres of containment space in Wilmington North. The Contractor foreman and government superintendent will hold weekly meetings on-site to discuss proposed work activities, milestones and any other contract related issues. Projected start date is 1 March 2015. The Contractor will be required to provide the appropriate number pieces of the following type of equipment to accomplish this work: CAT 325 or quote mark equivalent quote mark size Long Reach Amphibious Crawler Mounted Excavator(s) with operator(s) and fully maintained by on-site technician for the entire length of project. REQUIRED EQUIPMENT: The Contractor shall provide crawler mounted backhoes (excavator) or pontoons suitable for operations in swamp-like conditions. If a one (1) cubic yard capacity bucket is specified a minimum of one (1) cubic yards heaped will be accepted. Whatever size bucket is specified above, the machine must be adequate size and factory rated perform to its maximum capabilities with that bucket. For example, if a one (1) cubic yard bucket is specified the minimum size machine would be a Caterpillar 325 or industry standard equivalent size mounted on pontoons. Upon inspection of equipment a government representative shall make the final determination as to acceptability. OPERATING PERSONNEL: Operators must be properly licensed and possess the skill set to operate the equipment in swamp-like conditions. The NAICS Code for this project is 238910 and the small business size standard is $15 Million. Payment and performance bonds will be required for 50% of the value of the total negotiated award contract price. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested firms shall submit a narrative containing the following information: A.Contractor Identification Data, to include: 1.Contractor data (Name, Address, Zip Code) 2.Cage Code 3.DUNS 4.Contract number(s) 5.Dates of contract performance 6.Socioeconomic designation 7.Bonding Capabilities (single project and aggregate) B.A short Executive Summary of your company's prime area of business, capabilities, and qualifications to include firm size and key personnel and (no more than one page at 12 point font). C.A short narrative explaining any network of contractors/subcontractors/suppliers within which your organization routinely operates, that allows your organization to provide the range of supplies, services, and capabilities identified below (no more than three pages at 12 point font) Provide the name, position, address and phone number of your firm's central point of contact for the submitted information in the event clarification of your firm's capabilities is warranted. Narratives shall be no longer than five (5) pages. Responses should be submitted electronically via e-mail to Cherita L. Williams at Cherita.L.Williams@usace.army.mil on or before Tuesday, January 26, 2015 by 4:00PM EST.
