- DTMA91R150001 NSMV Presolicitation Synopsis and Instructions Selection of an A-E firm will be in accordance with The Brooks Act (Public Law 92-582) and FAR Part 36.6. This notice IS NOT a Request for Proposals. Proposals are not being requested with this notice. Only the most highly qualified firm will be invited to submit a proposal. A draft of the Statement of Work is attached for reference purposes, only. It is not the final statement of the requirements and the ultimate award of this requirement is subject to the availability of FY 2015 funds. Full synopsis, submission instructions, draft SOW and draft General Ship Requirement are attached. The U.S DOT/Maritime Administration (MARAD), via this synopsis, is seeking a professional Architect-Engineering (A&E) Firm to develop a concept design for a new 500-600 foot National Security Multi-Mission Vessel (NSMV). The NSMV will be used for training future merchant marine officers at the Nation's state maritime academies, as well as for emergency response in times of national security or natural disaster relief. The vessel will be designed as a public nautical schoolship and be designed to ABS class, and SOLAS and other USCG certification requirements. The vessel should also be designed to meet Green Passport requirements, with those specific items priced as options. The selected firm shall provide all necessary naval architects, marine engineers and other professional personnel, plus necessary equipment, computer programs, and perform work to develop a concept design for a national security multi-mission vessel. Only firms whose qualifications demonstrate capabilities and experience commensurate with the specifications of the General Ship Requirement will be considered. Qualification packages are due by February 9, 2015 but interested/qualified firms need not wait until then to submit. (See full synopsis and instructions attached.) Firms should be prepared to participate in interviews/discussions during the week of February 9, 2015. This requirement is 100% set-aside for Small Businesses. The NAICS code is 541330 and the small business size standard is $38.5 million (Marine Engineering and Naval Architecture).
