This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 112990 should not submit a response to this notice. Background: The NHLBI is seeking small businesses with the ability to provide the National Institutes of Health (NIH)/National Institute of Dental and Craniofacial Research (NIDCR)/Division of Intramural Research (DIR)/Office of the Director (OD)/Veterinary Resources Core (VRC) with Rodent Diet and Bedding for Mutant, Knockout, and Transgenic Mice and Rats, to the NIDCR. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The NIDCR requests the provision and delivery of two types of rodent diet and bedding material, as specified, to the National Institute of Dental and Craniofacial Research (NIDCR), Veterinary Resource Core (VRC), vivarium that houses rodents that must be fed and housed using approved diets and bedding to maintain consistency to minimize variables for research purposes. The NIDCR VRC supports the animals used in research for all NIDCR intramural scientists. Contractor Requirements: The Contractor shall provide the following products: 1: The contractor shall provide the diet and bedding materials as show below a. Harlan Lab made NIH-07 Mouse and Rat diet; Product code T.7022.15; T.7022 is a fixed and open formula diet manufactured with high quality ingredients and designed to support gestation, lactation, and growth of rodents. i. Crude Protein; 22.5% ii. Fat (ether extract); 5.2% iii. Crude Fiber; 3.7% iv. Energy Density; 3.1 kcal/g v. Calories from Protein; 29% vi. Calories from Fat; 15% vii. Calories from Carbohydrate; 56% b. Harlan Lab made NIH-31 Sterilizable Mouse and Rat Diet; Product code T.7017.15; T.7017 is a fixed and open formula, autoclavable diet manufactured with high quality ingredients and designed to support gestation, lactation, growth, and maintenance of rodents. 7017 is supplemented with additional vitamins to ensure nutritional adequacy after autoclaving. i. Crude Protein; 18.0% ii. Fat (ether extract) ; 4.7% iii. Crude Fiber; 4.0% iv. Energy Density; 3.0 kcal/g v. Calories from Protein; 24% vi. Calories from Fat; 14% vii. Calories from Carbohydrate; 62% c. Harlan Lab made Tek-Fresh Bedding; Product code T.7099; 7099W White TEK-Fresh Cellulose Bedding 2: The contractor shall follow the following procedures in relation to the delivery of the products: a. The contractor shall palletize on a clean new commercially standard 48"x42" four way pallet. Pallets will be inspected upon delivery and shall be clean, free of contaminates and damage. Total height of the pallet and goods shall not exceed 55 inches and goods will be shrink wrapped to assure safe and proper handling. There will be no exchange of pallets. b. The contractor shall deliver on a bi-weekly basis product loaded and shrink wrapped on a pallet(s) directly to the Bldg. 30 loading dock. c. The contractor shall provide tailgate delivery; defined as that which enables a forklift or similar equipment with operator to place or remove cargo from the tailgate of contractor's vehicle. d. The contractor shall deliver product a day early, if delivery day falls on a scheduled Government holiday. e. The contractor shall quickly call NIDCR points of contact as soon as possible with any problems or issues related to delivery of product in order to agree upon alternatives. f. The contractor shall replace any reported damaged bags free of charge at the next delivery. g. The contractor shall provide with each shipment an invoice listing the date and amount of product shipped. Capability Statement: Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each contractor requirement separately. The capability statement should include 1) evidence of the ability to provide the following products a. NIH-07 Mouse and Rat diet product code T.7022.15; b. NIH-31 Sterilizable Mouse and Rat Diet product code T.7017.15; and c. Tek-Fresh Bedding product code T.7099 on a bi-weekly basis to NIH building 30 following the procedures as stated above. Interested small business organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Kyle Wisor Contracting Specialist, at Kyle.Wisor@nih.gov, and Rashida Ferebee Contract Officer, at Rashida.Ferebee@nih.gov in either MS Word or Adobe Portable Document Format (PDF), within 5 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to award a firm fixed price Purchase Order on January 30th, 2015.
