- Sources Sought Capability Statement Information for all offeror's to follow on submitting their capability statements. The purpose of this sources sought notice is to gain knowledge of potential small business sources to include small business in the following catagories: Small Businesses, Certified 8(a), Woman Owned Small Business, Certified HUBZONE, and Service-Disables Veteran-Owned Small Businesses; for this design-build for Underground Utilities Design and Construction Multiple Award Task Order Contract (MATOC) under a Indefinite Delivery Indefinite Quantity(IDIQ). This is a Sources Sought Notice only for Market Research. No solicitation, specifications, or drawings are available at this time; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback to the POC listed in this sources sought. This project is planned for advertising in March 2015. The aggregate not to exceed amoun for the IDIQ is $45 million or three years (whichever one comes first). The NAICS is 237110-Waterline and Sewer Line and related construction structures; the size standard for this NAICS is $36.5 million. The task orders are estimated between $1 million and $5 million. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, any 8(a) will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Under FAR 52.236-1, any large business contractor shall perform on the site, and with its own organization, work equivalent to at least 25% of the total amount of work to be performed under the contract. The project is a Design/Build Construction for Underground Utilities for multiple task orders including design and construction of large and small projects to include: earthwork, removal and replacement of water lines, storm drains and sewer lines, fire fydrant, survey and grading, removal of any asbestos lines, compaction, trenchless technology, stainless stell piping, welding, caera surveying of all types of lines, fencing, restoration of sites. All project requirements must be inaccordance with individual task order technical specifications and all corresponding attachments.
