- FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted above. It has been determined that competition will be limited to HUBZone firms and the assigned NAICS code. The USACE Seattle District has a requirement for the construction of a Remote Switching Unit (RSU) building and the associated site-work, along with minor road and utility improvements to the adjacent 2nd Division Range Road located at Joint Base Lewis-McChord, Washington. While there are no roads or utility improvements for the other adjacent streets, a new duct bank will be constructed from this RSU to the new project facilities (control tower, fire station and regional flight center) at Gray Army Airfield. Additionally, this will include site work located separately away from the RSU. This site work will be for the new project facilities in the vicinity of the new control tower by Gray Army Airfield. This work will consist of site preparation including demolition and construction of site work, site utilities, sidewalks, airfield improvements, airfield pavement, training & turn around apron, access apron, and vehicle parking. This will also include road improvements within construction limits and associated with intersection realignment of Airport way, north of 18th Street. The construction costs of this project will be subject to the disclosure of the magnitude of construction project, Department of Defense Federal Acquisition Regulation (DFAR) 236.204, between $10,000,000 and $25,000,000. The completion period is not to exceed 270 calendar days after NTP. The NAICS code for this project is 237130 with a small business size standard of $36.5M. The solicitation will be a Design-Bid-Build (DBB) competitive RFP in accordance with procedures outlined Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. This Design-Bid-Build RFP project is: limited to HUBZone firms.
