- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(i), with Real Time Research Inc., of Bend, OR for the lease of proprietary data collection and distribution system software and related hardware. The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for the continued lease of Real Time Research's proprietary data collection system for the Lower Granite Dam adult fish trap collection of data from adult migrating salmonids. Real Time Research is the sole source owner of this specifically designed software and associated hardware. NOAA contracted with Real Time Research to develop a proprietary data collection system to accurately collect and distribute data to the proper agencies in a timely manner. Therefore, this procurement is limited to this customized software to ensure maintenance of research integrity. Period of Performance is for a Base Year (12 months) as well as two Option Years. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the software and associated hardware that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
