- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Parts 5.201 and 5.204 requiring notice of a proposed contract action. This is a notice of intent to acquire services on a sole-source basis from Spectrofuge of North Carolina for a period not-to-exceed four (4) months through May 31, 2015. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service make competition not feasible for the extension. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This sole source acquisition will ensure preventive maintenance, repair, and relocation services for government owned incubators and hybridization ovens are continued at the current level of service until a new contract can be awarded. The services, currently provided under Contract Number HHSN273200900004C, will be re-competed and a fiscal year 2015 award is anticipated. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within ten days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please email responses with the solicitation number in the subject line to James E.
