- G14PS00785 This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for oil and gas well data in accordance with the attached solicitation. Solicitation Number G14PS00785 is being issued as a Request for Proposal (RFP). The policies contained in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, and the use of options per Part 17, shall be used for this acquisition. NAICS CODE. 519190 All Other Information Services, which has a U. S. Small Business Administration Small Business Size Standard of $27.5 Million. This solicitation is not restricted to small businesses. A copy of this solicitation may be accessed by clicking on the FedConnect, www.fedconnect.net. BEST VALUE DETERMINATION. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other non-price factors considered. Demonstration with a Two Phase Evaluation. Offerors shall demonstrate their firm ¿s ability to deliver oil and gas well data. The offeror shall contact the Contract Specialist, Don Downey, ddowney@usgs.gov 303-236-9331 by January 21, 2015 to schedule a demonstration on or about February 02, 2015. During the demonstration the offeror: 1.Must provide list(s) of record counts for each of the major data system(s). The list shall describe how each Brand Name Salient Characteristic is satisfied by the offeror ¿s product, (i.e. how many wells have latitude/longitude, how many have penetrating formation, etc); 2.Must provide an onsite demonstration on major capabilities of their data library and software; 3.Must provide samples of data for several areas of interest. The USGS will examine data for completeness and accuracy. 4.May be required to provide the USGS with trial version(s) of the database(s) access and software for further evaluation. The USGS will use a two phase evaluation to determine the best valued offer. Phase One, Technical Acceptability. The offeror must demonstrate its ability to meet or exceed the Brand Name Salient Characteristics to be determined technically acceptable. Phase Two, Non-Price Factor Evaluation. The following non-price factors will be used to evaluate technically acceptable offers: Factor A: Data Quality. During the demonstration the offeror shall demonstrate their firm ¿s well data quality. The more detailed the well data, the more value to the Government. Factor B: Quality Control Plan. The USGS requires accurate well data. Each offer shall include a Quality Control Plan, which the contractor shall adhere to for the duration of this contract. Factor C: Past Performance. Each offer shall include a minimum of three (3) references of previous contracts within the past three years. References shall include agency or firm name, address, phone and email. Past performance information provided by references, from Government records, or from other than the sources identified by the seller may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. Factor A will be of greater value than Factor B; and, Factors A and B when combined will be of greater value than Factor C. (b) Options. The Government will evaluate bids for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a bid is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Non-Price/Cost Merit will be of greater value than Price/Cost. (c) A written notice of award or acceptance of an offer will be emailed to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ¿s specified expiration time, the Government may accept the offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. QUESTION/COMMENTS. Questions received within the (5) days before the Offer Due/Close/End Date will be considered untimely and may not receive a response. RESPONSE DUE/OFFER DUE/CLOSE/END DATE: 02/17/2015. All offers must be complete and received by February 17, 2015. Offers must be received by the Offer Due/Close/End Date of this solicitation.
