- Description
- The Naval Air Systems Command intends to award a sole source Indefinite Delivery/Indefinite Quantity contract with Lockheed Martin Mission Systems and Training (LM MST). It is anticipated that this contract action will result in Cost Plus Fixed Fee type task orders for the effort required (1) to provide technical, management, and process support necessary to update and maintain MH-60R/S and SH-60B operational software, vendor software, maintenance-related software, and laboratory support software, and software support services for the MH-60R/S and SH-60B Fleet; and (2) to perform production software support of the MH-60R/S aircraft for delivery to the fleet. This action is being awarded on a sole-source basis to LM MST in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," because LM MST is the sole manufacturer of the MH-60R/S helicopter avionics suite, common cockpit and all subsequent changes and improvements to the production aircraft. LM MST proprietary data is not for sale and access to the software is integral to the proper and timely accomplishment of the required software support. Therefore, LM MST is the only source with the requisite skilled personnel, test equipment, laboratory facilities and proprietary data to perform the required in-depth engineering and programmatic support to design, develop and incorporate avionics efforts onto the H-60 platform in a timely and cost efficient manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
