Description
Project Area Map Summary of Services The USDA Forest Service, Grand Mesa-Uncompahgre-Gunnison NF, anticipates issuing a Request for Proposals in late January 2015 for the Highway 149 Stewardship project. The award will be an Integrated Resource Service Contract (IRSC) with a planned completion date of December 31, 2017. The solicitation and any resultant IRSC is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. All future information about this acquisition will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Respondents are required to be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. This solicitation is a full and open competition; all responsible sources may submit a response to this announcement which will be considered by the Government. The proposed contract will include 18 base units totaling 329 acres. Treatment units include a mix of timber removal and service work (see attached table for details). The project area is located approximately eight miles southeast of Lake City, Colorado along State Highway 149. All units can be accessed from State Highway 149 as shown on the attached map. The legal description is as follows: Sections 8, 9, 14, 15, 16, 17, 18, 21, 22, 23, and 27; Township 43 North, Range 3 West; New Mexico Principal Meridian; Hinsdale County, Colorado. Contractual activities will be prohibited in units 27, 29, 30, 34, 35, 37, and 38 between December 15th and May 1st due to topography limitations and to prevent conflicts with winter recreation activities, unless a plan to mitigate these conflicts is submitted and accepted in writing by the Gunnison District Ranger. The contractor will be required to maintain approximately 0.85 miles of Forest Service road during the life of the contract. Expected timber volume to be included in this project is approximately 7,762 CCF (hundred cubic feet) of dead Engelmann spruce saw-timber. Required service work will involve machine cutting and piling or scattering (depending upon the contract unit) of non-commercial conifer as shown in the table. No pre-bid site visit is planned; however, all potential bidders are urged to visit the area to familiarize themselves with the area's topography and access. The Colorado Department of Transportation (CDOT) maintains State Highway 149 year-round, including snowplowing. The Forest Service has obtained 11 temporary access permits from CDOT for the purposes of constructing (and subsequently obliterating) specified temporary access roads directly off State Highway 149. As per these CDOT permits, the contractor shall be required to obtain comprehensive general liability and property damage insurance naming CDOT as an additional insured party, in amounts of not less than $1,000,000 per occurrence and automobile liability insurance of $1,000,000 combined single limit bodily injury and property damage for each accident. The cost for additional insurance will be included in the contract price. Additionally, the contractor will be required to submit traffic control plans for FS and CDOT approval, and will be required to supply signage and state-certified flaggers. The costs for traffic control will be included in the contract. The Forest Service will provide two solar powered electronic message boards for the purposes of traffic control.
