Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs (VA) solicitation number is VA101-15-Q-0022. The solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-79, dated December 15, 2014. This will be a 100% small business set-aside. The associated North American Industry Classification System (NAICS) code for this procurement is 811219. The small business size standard is $6.5M. ADDENDUM TO FAR 52.212-1 Paper and electronic quotes are acceptable. The use of hyperlinks in quotes is prohibited. The quotes shall include: 1.Prices by completing Attachment 1 Contract Line Items; 2.Past Performance-Provide three references that can verify performance on three projects performed within the last five years of the same or similar scope valued at $100K or more. Provide full contact name, address, telephone number and e-mail address for each reference. Relevant projects includes work on GE SG Series 2, 750 KVA, UPS and EnerSys 4DX-17B or similar type UPS and batteries. The information will be used solely for the purpose of determining the quoter's responsibility. 3.Quoters shall submit Federal, State and Local Licenses and certificates for UPS and battery maintenance. Quotations must be received by Thursday January 29, 2015, no later than (NLT) 3:00 pm EST. Any responses received after the closing date listed above will not be considered. Submissions will be accepted in paper and electronic format to Ronald Roper, Contract Specialist, email Ronald.Roper@va.gov. The subject line of the email must contain the solicitation number. Questions: Questions shall be submitted by Thursday January 22, 2015 no later than (NLT) 10:00 AM EST. 52.212-2EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the quoter that provides the technically acceptable quote with the lowest evaluated price. The following factors will be used to evaluate quotes: (1) Price (2) Licenses and certificates. Quoters that submit licenses and certificates will have those documents evaluated by Government personnel for relevancy, accuracy and currency. Those meeting the qualifications for relevancy, accuracy, and currency shall be deemed acceptable and eligible for award consideration. (b) Options. The Government will evaluate for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
