- This synopsis is to announce that the Defense Security Cooperation Agency (DSCA) intends to negotiate a sole source contract for a twelve month base and two twelve month options with Deloitte Consulting LLP to provide continued financial and audit readiness services in support of Financial Improvement and Audit Readiness (FIAR) and Managers' Internal Control Program (MICP) programs. Contract award is expected to be issued on or around 15 February 2015. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source, Deloitte Consulting LLP, CAGE 1TTG5, under authority of FAR 6.302-1. Justification: Services are available from only one source and no other services will satisfy agency requirements. The North American Industrial Classification System (NAICS) code for this procurement is 541211. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must identify its interest and must demonstrate that the company can meet the government's requirement and must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of the buyer and/or PCO for additional information and/or communicate any concerns related to this acquisition.
