- Synopsis for Functional Capabilities Board Under a 100% small business set-aside, NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to procure services to support the U.S. Joint Staff, J-8 ™s Functional Capabilities Board. The work to be performed under this contract encompasses all aspects of support services in the areas of planning, analysis, monitoring, evaluation, assessment, and documentation of programs required to satisfy the Functional Capability Board needs. This procurement is being conducted as a non-commercial acquisition in accordance with FAR 15. The award of a Cost Plus Fixed Fee contract is anticipated. Release of the Request for Proposals [RFP] will be via the internet. Interested parties may download the RFP upon its issuance to the following website: https://www.neco.navy.mil. The intended Solicitation number will be N00189-15-R-Z018. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 541330. ***The anticipated performance period for this procurement will be a 5 year Contract period from 18 Sept 2015 “ 17 Sept 2020. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be released no earlier than 27 Jan 2015. Contractors must be registered in the System for Award Management (SAM) database in order to be considered for award.
